Export and Import Permits Act  Mr. Speaker, I always admire the work that goes into the speeches by the hon. member for Saanich—Gulf Islands, and I thank her for her words this morning. I also appreciate her legal expertise and her reading the part of the bill that sets out that this will not apply to those Canadians who are legal gun owners.

Customs Act  Mr. Speaker, I would like to touch on something the member mentioned. He addressed why it is important to keep track of those who are leaving the country. He mentioned the Amber Alert. I would like him to expand on that and to also describe what information we are actually talking about.

Access to Information Act  Mr. Speaker, a couple of the member's colleagues and he questioned the commissioner's ability to declare requests vexatious or made in bad faith. The suggestion by a couple of his colleagues was that a better way to deal with this would be to go back to charging people who want to make access to information requests.

Access to Information Act  Mr. Speaker, I would like to remind the hon. member and others in the House that the legislation has not been touched in 30 years. That was part of the reason we campaigned on openness and transparency and why this government is moving forward with the changes suggested in the legislation.

Access to Information Act  Mr. Speaker, I note with interest that the member opposite complained about the length of time it takes to receive the information requests that have been put in. With all due respect, I would like to remind the member that it was his party that was in power over the last 10 years and did nothing about it.

Access to Information Act  Mr. Speaker, I know the member for Sherwood Park—Fort Saskatchewan to be very earnest—at least, I believe he is—and I enjoy listening to his speeches, but I have to say in that light that I am surprised he takes issue with the definition of “vexatious” and the commissioner's authority with respect to that.

Access to Information Act  Mr. Speaker, there is no question that our government has made a commitment to openness and transparency and better access to information. That is exactly what this bill is all about. In fact, in the member's speech, he talked about more openness and transparency for the Prime Minister's Office and ministers' offices.

International Day of Peace  Mr. Speaker, tomorrow is United Nations' International Day of Peace. It is a day where citizens around the globe put peace ahead of their differences and try to create a culture of peace. Both inner peace and peace in society are very important to me. This is why I am delighted to announce that tomorrow, at noon, Jon Kabat-Zinn is coming to the Hill.

Journalistic Sources Protection Act  Madam Speaker, I am pleased to rise this evening to speak to Bill S-231 to protect the confidentiality of journalist sources. I wish to commend the member for Louis-Saint-Laurent, who I know is very passionate about this. It was good to see that he had the opportunity to speak today and to express his passion.

Arnold Chan  Mr. Speaker, I cannot express to this House the honour I have to stand at this moment to say a few words. First, I want to say to his family that what Arnold has asked us to do and tasked us with, I and others around me have already started on. Today is an example. We have rules in this House, but we exercise great judgment and say that sometimes we are going to allow those rules to be bent so we can do things we think are right, honourable, and just.

Strengthening Motor Vehicle Safety for Canadians Act  Mr. Speaker, as has been noted many times in the House this morning in discussion of this bill, it is really about safety and protection of consumers. I am curious because the member now is questioning the use of the minister's power. Let us take one of the powers the minister would have in the legislation.

Strengthening Motor Vehicle Safety for Canadians Act  Mr. Speaker, the legislation we are discussing is about safety first and foremost. We want to ensure that all vehicles on the road are safe, and I am happy we are taking steps to ensure that. I speak first hand. I was in a terrible accident and I am lucky to be alive today. Air bags deployed, glass crumbled, the vehicle flipped upside down, and I was lucky the roof did not crunch.

Strengthening Motor Vehicle Safety for Canadians Act  Mr. Speaker, the hon. member raised the topic of the fast pace of innovation. We can all agree with him that we have to always be conscious of that. We can celebrate the success of innovation, but we also have to make sure we are prepared for it. Does the member believe that the extra powers in this legislation that would give the Minister of Transport the power to order the repair of recall vehicles and new vehicles and to use monetary penalties to increase safety compliance, and that would give Transport Canada the flexibility to address vehicle safety technology, are important with respect to ensuring that we are keeping up with the fast pace of innovation?

I would just like her to expand on why that is needed to protect the safety of Canadians. How is that going to have impact in providing Canadians with safer security on the road?
