Business of Supply  Madam Speaker, I will keep this short. I believe that the Liberal government has downloaded a lot of the responsibility for the pandemic to the provinces and it behooves it to ensure that those provinces have the resources they need to do the job that is asked of them.

Business of Supply  Madam Speaker, my colleague is exactly right. One of the topics that we want to address in this study that is before the health committee is health transfers and the impact that COVID has had on long-term facilities or seniors' centres. I have one of the oldest demographics in the country, so the health of our seniors is critically important to me and the constituents in Foothills.

Business of Supply  Madam Speaker, I would absolutely not agree with that. The only party that is politicizing COVID-19 is the Liberal Party. If the Liberals are so proud of the programs that they have rolled out over these past few months, then why are they filibustering the health committee? Why are they not allowing those documents to be released?

Business of Supply  Madam Speaker, it is a pleasure to speak about this very important issue. In fact, I think there is no issue more important than the review and study of the COVID-19 pandemic and its impact on Canadians. I will be splitting my time with my hon. colleague for Bellechasse—Les Etchemins—Lévis.

Health  Mr. Speaker, COVID has grounded our airline industry, and inaction by this Prime Minister ensures that it may never fully recover. However, Germany, Japan and Iceland have all implemented rapid testing, which shows that it is a safe, science-based alternative to quarantine. We are not saying to throw open the borders, but we are saying that rapid testing would get us on the pathway to economic recovery.

COVID-19 Pandemic and Other Matters  Mr. Speaker, the agriculture minister's own department's stats have shown that 10,000 AgriInvest accounts have an account balance of zero and that 73,000 AgriInvest accounts have less than $10,000, yet during this pandemic she is telling Canadian farmers to empty accounts of money that they do not have before she is willing to lift a finger.

COVID-19 Pandemic and Other Matters  Mr. Speaker, I am happy that the minister brought up the Canadian emergency business account. Actually, the Liberals have managed to give more money to their friends at WE in two weeks than they have to an entire industry of agriculture. The minister knows that she keeps telling farmers to use the CEBA and that is all they are going to need.

Questions Passed as Orders for Returns  With regard to farm income loss as a result of the COVID-19 pandemic: (a) has Agriculture and Agri-Food Canada or Farm Credit Canada conducted an analysis on projected farm income loss as a result of the pandemic; and (b) what is the projected loss, broken down by agricultural sector?

Proceedings of the House and Committees  Mr. Speaker, I want to thank my colleague for his excellent speech touching on many issues that we have been raising as the official opposition. His last comment raised an issue that has happened to some of my constituents as well. Families making well over $200,000 have all of a sudden gotten the child care benefit, which they never received before and which they feel they are not even eligible for.

Agriculture and Agri-Food  Mr. Speaker, the agriculture minister is telling farmers that they cannot say the programs offered just are not good enough. She is also saying that she does not know where the gaps are or where the funds should go. Well, here is a start. Exempt agriculture from the carbon tax.

Proceedings of the House and Committees  Mr. Speaker, unfortunately my French is not yet good enough for me to ask my colleague a question in French, but hopefully it will be someday soon. The member talked about her concerns with the agriculture sector. A constituent said to me the other day, which I thought was an interesting comment, that he wanted to have smart farming but cannot do that with dumb Internet.

Proceedings of the House and Committees  Mr. Speaker, it is an interesting that the member is talking about this pandemic and the tragedies. I do not think anyone here is arguing that fact. However, how does he think we are going to address that pandemic? Personal protective equipment, vaccines and antivirals all come from the petro chemical industry.

Proceedings of the House and Committees  Mr. Speaker, I could not agree more with my colleague. All of us have to take a moment to show our appreciation for Canadians across the country who have done everything they possibly can to deal with this pandemic. When we were elected, I do not think anybody in this room could ever have anticipated that this was something we would have to deal with, not only in the House of Commons but certainly at home in our constituency offices.

Proceedings of the House and Committees  Mr. Speaker, I can speak from my perspective, however, I want to take this moment to thank my staff from the bottom of my heart. They have been absolutely incredible. My constituency office has never been busier. We are having some very emotional discussions with our constituents and business owners, who are struggling through this process.

Proceedings of the House and Committees  Mr. Speaker, my colleague is exactly right. I know a large portion of Canadians are not following Parliament as a daily routine like we are. They may not see the intricacies and things that are a part of Parliament, like all the standing committees being operational, opposition day motions or the opportunity to fully debate issues.
