Order Respecting the Business of the House and its Committees  Mr. Speaker, we need to ensure that all members of Parliament are participating. I was able, in Parliament, to go to committee, question cabinet ministers in question period and question the Prime Minister. We can continue to do that. This motion is not saying that we would be going back to the exact same measures, with limitations on the number of people in the House.

We agreed that we are in a public health emergency. We need to do everything in our power to keep people safe. We also need to make sure that we are protecting the health and safety of members of Parliament, our staff, families and communities.

Order Respecting the Business of the House and its Committees  Madam Speaker, having the option for a virtual hybrid parliament is a no-brainer in a pandemic, so rather than start off my speech describing the obvious reasons why we would want to protect our fellow members of Parliament, our staff, our families and our communities, I am going to talk about some of the other reasons why a virtual parliament could be supportive in the House.

Flooding in British Columbia  Mr. Speaker, this is British Columbia's third state of emergency just this year. The climate crisis is here and it is hurting communities. It is displacing people, and it is costing lives. We need to spend what it takes on disaster management, adaptation and supporting the communities who have been impacted.

Address in Reply  Mr. Speaker, I want to thank the people of Victoria for placing their trust in me. My home province of British Columbia is reeling after devastating floods. We saw climate-related fires and record-breaking heatwaves, but instead of taking real action on the climate crisis or investing in climate solutions, the current government has been increasing fossil fuel subsidies year after year.

Petitions  Mr. Speaker, today I am presenting a petition focused on the government's subsidy programs to support commercial businesses. The petitioners are concerned about the rules that exclude non-arm's-length holders who conduct their business in a 100% arm's-length manner. These businesses are in the tourism industry and they have been particularly hard hit by COVID-19.

The Environment  Mr. Speaker, the Prime Minister was quick to say that the Conservatives were out of touch when they voted against acknowledging climate change at their convention. However, this weekend, 70% of Liberal delegates voted against ending fossil fuel subsidies to big polluters. The last time I called on the Prime Minister to end fossil fuel subsidies, he said that his government was on track to phasing them out, but recent reports show that is just not true.

Petitions  Madam Speaker, the second petition is regarding the Windsor causeway in Nova Scotia, which was constructed without proper fish passages and impedes fish migration, but most importantly impacts the endangered inner Bay of Fundy Atlantic salmon. Nova Scotia is currently twinning Highway 101, and construction plans call for a test aboiteau to be built near the remaining channel of the Avon River.

Victoria  Madam Speaker, through all the immense hardships of this year, I have been heartened to see people in the community of Victoria pulling together to support each other. The opioid crisis and toxic drug supply have been devastating. This is why the North Park community came together with a free drug testing site.

Gender-Based Violence  Madam Chair, the report on missing and murdered indigenous women and girls found that the link between resource-extraction projects and violence against indigenous women is a serious problem that demands attention. I had a meeting with one of my constituents and she told me about her nation, which is located close to a resource-extraction project.

Gender-Based Violence  Madam Chair, growing up, I witnessed domestic violence in my own home, and as an adult I have supported friends and family experiencing gender-based violence. This has fuelled my passion, which I can see is shared by the member opposite, to address this issue. It is very clear to me that poverty and trauma are intersecting issues that increase women's risk of violence.
