Kwantlen Polytechnic University  Mr. Speaker, earlier this month, I met with Mary Jane Stenberg from Kwantlen Polytechnic University, one of the premier post-secondary institutions in British Columbia. Kwantlen is rapidly become a first-rate centre for research and innovation in Canada. While it hopes to attract the best and the brightest from within our borders, it also hopes to bring in those from India, China and the Americas who can truly raise our game for the 21st century economy.

Petitions  Mr. Speaker, I rise to present a petition that draws the government's attention to the dangerous buildup of silt in the Ladner channel of the Fraser River. The silt is creating a safety hazard for navigation, reducing fish habitat and rapidly diminishing the public's enjoyment of the river.

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, this is not about which party is the leader on free trade. If we look at history, Canada has always been a trading nation. If we look at Canada's economic future, it lies in Asia. If we look at where the positive growth is, it is only in China and India. Those are the two emerging economic powers in the world that we need to--

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I would remind the hon. member that it was the Liberal Party that started the talks on free trade with the Americas. The member can go to British Columbia or travel across Canada and business leaders will tell her that it was a Liberal prime minister, the Right Hon.

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I am happy to speak to Bill C-23, a bill that has taken on great importance here in Parliament this week. In many respects, it is a bill that announces to the Canadian people that the most unlikely of alliances may yet come into being. The Conservatives and the NDP are twisting themselves in knots trying to put the best spin on all their flipping and flopping.

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, first, I would like to thank the member for Oakville for his speech when he particularly mentioned that one out of the four jobs are somewhere else. In fact I was also troubled when he mentioned that the Prime Minister, his leader, had vision when it comes to creating opportunities for engineers.

Canada-Colombia Free Trade Agreement Implementation Act  Madam Speaker, first of all I would like to congratulate the hon. member for Kelowna—Lake Country for his speech and his commitment to free and fair trade agreements. The member mentioned that this is going to help British Columbia. We have raised the issues of human rights and labour laws in Colombia that are negatively affecting the viewpoint of the people in British Columbia.

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I would like to thank the minister for raising those issues that are very important to Canadians. I was in Colombia when the hon. member for Burnaby—New Westminster was there. We raised the issues that the minister has raised about Colombia. I can say that they have made great progress on that front, and we are looking forward to this particular treaty.

India  Mr. Speaker, this week across the country, events are planned to call attention to the 25th anniversary of a difficult and dark chapter in India's history when a military assault was launched on the holiest Sikh shrine, the Golden Temple in Amritsar. We can take this opportunity to reflect upon how, in the development of any country, democracy and human rights are always a work in progress in the development of any country and difficult challenges arise when ideals around nationhood collide, even in Canada, as we know.

Infrastructure Funds  Mr. Speaker, the numbers on personal bankruptcies and unemployment have soared in the past but the government has barely spent any of the stimulus dollars. Out of $56 million for Surrey, barely $6 million went out the door. Shovels in the ground have remained shovels in the shed.

Marine Liability Act  Mr. Speaker, the bill covers two things, the oil spills from the tankers and also the bunker oil spills from all ships.
