International Trade committee  The fact of the matter is that economists would take that apart; we'd like to see whose real wages are falling. I'm worried, for example, about immigrants, who have not made progress in Canada in 25 years; if you start to segment the decline in real wages, I'm obviously concerned about that. I'm concerned about aboriginal communities.

Business of Supply  As well, the minister announced $450 million for improving water supply and housing on reserve, education outcomes and socio-economic conditions for aboriginal women, children and families, real money in the hands of organizations that are on the ground working to make a difference. In terms of human trafficking, the former minister of citizenship and immigration developed a program to offer victims temporary visas. Human trafficking is on the rise and the majority of those trafficked are women. They are brought to this country and are forced into a life of prostitution.

International Trade committee  This is not something on which we stick to the Constitution, with provinces being the sole custodians of cities, because the federal government has huge engagement already with our cities. It has it through immigration settlement; it has it through investments in secondary education—it goes on and on. We need to invest more in things like infrastructure and industrial ecology. In our report, the two big areas that we identify in which we think a fundamental shift of attitude is required are infrastructure in our cities and particularly transportation.

International Trade committee  The private sector makes up only about a third of overall R and D investment within Canada. Strategy three is to rethink the workforce. We've done a lot of work on immigration policy and on the need to retain older workers, change our attitudes towards older workers, raise the level of investment in education, and ultimately, embrace the concept of lifelong learning.

Justice committee  As a result of a change of government, did he switch from being an oppressor to being oppressed from one day to the next? So this person enters our country, and we have extremely generous immigration laws. It would naturally be interesting to know whether he has committed an indictable offence in his country, if only to be able perhaps to monitor that person, without necessarily denying him entry.

Who will introduce them to Canadian culture, how we do things, our social expectations, how we treat each other? Children's television is no less powerful a cultural tool than the stories read in school or passed on by parents and grandparents.

These are special classes in which all the immigrant children who have just arrived are put together and taught one or two subjects—if it's in Quebec, in French, and if it's in the rest of Canada, in English. These welcoming classes are set up in regular schools.

You looked at the issue of health. There are a number of questions there, and decisions to be made. Moreover, there is the security issue.

Citizenship and Immigration committee  Mr. Chairman, as part of the 2000 audit, we looked at the relationship between Immigration Canada and CSIS. Some procedures need to be followed. For example, CSIS has developed security profiles. We ensure that Immigration Canada was following the rules established for requesting or not requesting advice from CSIS.

Status of Women committee  Under the women's program, the idea is that community-based groups will propose projects, for example, pertaining to aboriginal women, immigrant women and visible minorities, senior women. It's all about getting dollars to those women to address those needs, the kinds of issues that they're experiencing, to enable them to break down the barrier, to get a leg up, and to move into a situation where their lives will be improved.

Criminal Code  Mr. Speaker, I am pleased to rise today to speak in favour of this bill. After listening to the comments from the hon. member for Joliette, it seems the Bloc is more concerned about the dangerous offender than the victim, or the young child who has been abused, injured or sexually mistreated, or the mother or father of that child, or those potential children who might be abused.
