Pharmacare  The Liberals first made their pharmacare promise 24 years ago, but two days ago they cynically voted against Bill C-213, which would have established a national pharmacare framework modelled on the Canada Health Act. Why do the Liberals consistently raise the hopes of working families, only to crush them when the time comes to act?

Criminal Code  Speaker, that is why I took great pains during the course of my speech to point out that the mandated legislative review, as was spelled out in Bill C-14, has not yet happened, which is why my colleague from Esquimalt—Saanich—Sooke brought in Motion No. 51 to set up a special committee to study the matter. I really believe, especially with mental illness and the fact that the Standing Committee on Justice and Human Rights said that adequate protocols and safeguards are not yet in place, that we need to have a very substantive review before we change the legislation.

Criminal Code  That decision is going to be up to the House, but I would refer my hon. colleague back to the answer I gave to the parliamentary secretary: The government chose to bring in a motion that agrees with a substantive amendment, and I think that in itself is going to provoke much more debate and may even serve to ultimately delay the passage of Bill C-7.

Criminal Code  Speaker, I would like to first recognize that the member for Timmins—James Bay is such a stand-up MP for his constituents, and I always appreciate his interventions, especially on this subject matter. He is very right that we are not here to relitigate the main provisions of Bill C-7, but we do have to discuss what is a very substantive amendment to the bill by the unelected and unaccountable Senate, and that essentially is what is provoking debate on whether or not we agree as a House that the mental health exclusion section of this bill needs to be sunsetted.

Criminal Code  Madam Speaker, the member for Montcalm indicated that the Bloc will be supporting the government's motion in response to the Senate amendments, and I want to ask him specifically about the sunset clause. I listened with great interest to his arguments, but he would know full well that Bill C-14 mandated a legislative review, which was supposed to have begun at the beginning of the fifth year, in June 2020. We are already way past that date. The government's charter statement raised concerns about extending this law to mental illness, and even the justice committee's review of the bill showed that safeguard protocols do not exist and that it would take a significant amount of time to develop them.

To start, I would like to congratulate the member for Saskatoon—Grasswood for bringing forward for the House's consideration this bill and its important amendment to the criminal code.

Economic Statement Implementation Act, 2020  Similarly, on pharmacare, I am glad to see the member for New Westminster—Burnaby stepping up to the plate with his Bill C-213, which would actually put Liberal promises into NDP action. This would make a huge difference, along with dental care, in actually addressing some of the real costs that so many working families have on their budgets.

It is a perfect example of us once again taking Liberal promises and putting them into NDP action. I listened very attentively to his speech, and he is right. It is not so much what is in Bill C-14, but what is missing.

Economic Statement Implementation Act, 2020  Speaker, I would like to ask the member about one thing that I was surprised to see missing from Bill C-14. As the member knows, in order for a small business to qualify for the Canada emergency wage subsidy, it had to have a payroll account in place before March 15 of last year. More than 10 months later, many start-ups still cannot qualify for that important wage subsidy.

Canada Pension Plan Investment Board Act  Most recently in the final days of the 42nd Parliament, the member for New Westminster—Burnaby brought forward his bill, Bill C-331, which would have allowed for gross violations of human, labour and environmental rights to be brought before a Canadian federal court. The idea behind my bill, Bill C-231, is the questionable investments that are funding bad corporate actors.

Reduction of Recidivism Framework Act  I thought it was important to point this out, because, as I have found in my five years as a member of the House, memories here can be very short. Let me turn to Bill C-228, which, if implemented, directs the Minister of Public Safety and Emergency Preparedness, in collaboration with the provinces and in consultation with indigenous groups and other relevant stakeholders, such as non-governmental, non-profit, faith-based and private sector organizations, to develop and implement a federal framework to reduce recidivism.

Health of Animals Act  It is actually exceedingly rare that the agriculture committee gets to examine legislation, and we may in fact now have two bills headed our way, both Bill C-206 and Bill C-205, so it is going to keep us quite busy in the short term. The legislation that we have before us, Bill C-205, an act to amend the Health of Animals Act, is essentially centred on the danger that exists from potentially exposing animals on a farm to disease or to a toxic substance.

Questions Passed as Orders for Returns  With regard to the national risk assessment model (NRAM) used by the International and Large Business Directorate of the Canada Revenue Agency (CRA), from fiscal year 2011-12 to date: (a) how many taxpayers, considered to be at high risk of non-compliance, are subject to in-depth examination, broken down by (i) fiscal year, (ii) category of taxpayer; (b) what is the list of indicators that help auditors detect potential aggressive tax planning files; (c) what steps are being taken to assess the effectiveness of the NRAM in detecting aggressive tax planning; and (d) what deficiencies have been identified by the CRA in its most recent ongoing evaluation of the NRAM?
