While we disagree about the ramifications or the outcome of the committee hearings, I want to thank him for his part in the process.

Public Service Labour Relations Act  Mr. Speaker, I want to commend my colleague on his excellent bill and his excellent speech. Earlier, I asked the hon. member for Elmwood—Transcona a question about collective agreements for police officers. I do not agree that the majority of police officers in Canada have bargaining rights on issues that we have excluded from this bill.

Public Service Labour Relations Act  Mr. Speaker, I am a former mayor and have negotiated with police forces on collective agreements. In addition to what my colleague from Vancouver stated in recognizing that other groups within the public sector also have these exclusions, to me it is particularly important when it comes to police and paramilitary organizations that these exclusions exist.

Criminal Code  Madam Speaker, I want to talk about my colleague's conclusion that Parliament should use the notwithstanding clause. I come from the province of Quebec. When I was 18 years old, the province of Quebec used the notwithstanding clause to ban English from commercial signs and it enraged me and it enraged our community.

Criminal Code  Madam Speaker, this is very interesting because I see some members who are completely against medical assistance in dying to some extent agreeing with the hon. member for Elmwood—Transcona. This is the real problem. To me, the court of appeal decision in Alberta is exactly the reason why we need to have a law and safeguards in place, because it allowed a psychiatric patient who was not terminal to have medical assistance in dying.

Criminal Code  Madam Speaker, my hon. friend across clearly misinterpreted what I said. When I talked about bipartisanship, I meant bipartisanship, and that question was not really bipartisan. It was accusing one side. I could just as easily stand here and say that the previous government should have acted earlier, but I will not do that because I have no way of knowing why it did not.

Criminal Code  Madam Speaker, I want to thank the hon. member for his passionate defence of palliative care. I want to ensure that the hon. member is aware that at the Standing Committee on Justice and Human Rights, we added two amendments to the bill related to palliative care. We added an amendment to the bill and to the preamble, not only authorizing but mandating the Minister of Health to work with her provincial and territorial counterparts to ensure that we improve palliative care within Canada, improve care for dementia patients, and establish proper end-of-life care for aboriginal peoples that is culturally sensitive.

Income Tax Act  Mr. Speaker, boy, did my digression lead away from Bill C-2. Let me say that I do commit to the idea that we should all be showing respect for each other and we should be talking to the people in our own parties and our own caucuses when they are not showing respect. When it comes to heckling, when it comes to actions that do not become us, all of us need to be leaders within our own caucuses.

Income Tax Act  Mr. Speaker, I always appreciate my hon. friend and the constructive suggestions that he advances. I appreciate the use of the word “median”. One of the first books I ever read was about mean, median, mode, so I do know what median is. I would point out that in the Liberal Party platform there was a very clear explanation about where that middle-class tax cut would be.

I completely agree with him about the role of committees, and I am proud that the members of the Standing Committee on Justice and Human Rights were able to work together to make 16 amendments to Bill C-14. I hope that that will also happen in other committees.

National Maternity Assistance Program Strategy Act  Mr. Speaker, I thank my hon. friend from Kingston for his excellent speech and his inspired bill.
