Emergencies Act  Madam Speaker, just this Monday, the City of Ottawa still claimed it did not have enough resources from provincial and federal governments to deal with the occupation. Just the day before that, the Minister of Emergency Preparedness was blaming the police for the lack of enforcement.

Emergencies Act  Mr. Speaker, I want to remind the hon. member, who speaks so highly of how peaceful it was here in Alberta and how peaceful what was happening in Coutts was, that Albertans lost almost $50 million a day. On February 14, the RCMP arrested 11 people who were charged with conspiracy to commit murder, and that was against our own police.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, I thank the hon. member for Davenport for her statements related to supports for small businesses. In my district, I have heard from small businesses that are suffering. Affordability is at an all-time low. It is a true crisis for small businesses, which are shutting down left, right and centre.

The Opioid Crisis in Canada  Madam Chair, I want to thank my hon. colleague for making mention of two really important parts, and I am hoping he can comment on them. First, he was not sure about some jurisdictions that had done this before. Portugal, in 2000, was one of the jurisdictions that did this, and we have seen some record results in making things safer for them.

Part of the understanding is knowing that indigenous people are on the front lines every single day protecting one another, protecting communities and doing what we can with the resources we have.

When we think about what indigenous justice in Canada looks like today, we cannot go any further than looking at our criminal justice system.

The Opioid Crisis in Canada  Mr. Speaker, my hon. colleague's question strikes to the core of the issue, which is the long-term, historic and ongoing systemic discrimination, particularly against indigenous people, that has led to this unfair outcome. Indigenous people have been hit the hardest in the opioid crisis, in the mental health crisis and even in the crisis of COVID-19.

I thank the member for tabling this critically important piece of legislation, Bill C-216. This bill has the framework to finally address the drug poisoning crisis like the crisis it is: a public health care crisis.

Health  Mr. Speaker, the Liberals have been promising to lift the blood ban for years. In December, Canadian Blood Services and Héma-Québec submitted a recommendation to lift the ban and move to behaviour-based policy for donations. The Minister of Health said his government would be moving quickly, but it has been six weeks and we still have no idea about the process, how long it will take and when changes will be implemented.

Opioids  Mr. Speaker, on average, Canada sees a staggering 19 deaths per day due to opioid-related drug poisoning, but the opioid crisis is not affecting people equally. Youth, racialized folks and indigenous people have been hit the hardest, and federal policies that treat addiction with arrests and incarceration are only making things worse.

My colleagues and I know the importance of ending poverty, and the Liberal legislation does not go nearly far enough in fixing the poverty issues.

In his statement, the hon. member made mention of the importance of making generational investments. I took a good review of Bill C-8, and there are many deficiencies. One of the biggest deficiencies I noticed, which I would like the hon. member to comment on in particular, is the fact that there is no mention of the anti-flipping tax.

Many aspects of the bill, particularly the sections related to housing and pandemic relief for schools, are in fact good measures. However, what I am concerned about is where the government has not put the resources.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, according to a City of Edmonton report released in 2019, there were 2,800 folks living in poverty and without a home in my city of Edmonton. One of the Bloc members mentioned some of the program deficits from 1994 related to the implementation of social housing. Recently, I spoke with members in my community, like Judith from the Bear Clan Patrol, who knows from working directly on the ground that this number is about 3,200 people today.
