Agricultural Growth Act  Mr. Speaker, I am glad to have this opportunity to explain why I support the agricultural growth act, Bill C-18. We heard a lot of excellent, positive feedback at the Standing Committee on Agriculture and Agri-Food about this legislation. The further amendments that we already put forward have made it even stronger and more necessary.

Agricultural Growth Act  Mr. Speaker, I certainly appreciate the opportunity to respond to the member for Sydney—Victoria. I know that he works very hard on our agriculture committee. One of the things he spoke about was the advance payments and the maximums that are given. As he is aware, it was a small number of people who actually reached the $400,000 during a time when they were being encouraged to do so but who realized that perhaps selling into some depressed markets would hurt their bottom line.

Committees of the House  Mr. Speaker, perhaps the member for Winnipeg North could comment on the importance of being able to bring in some of our new members. I am thinking of the member for Macleod, who has been unable to attend the Standing Committee on Aboriginal Affairs and Northern Development. It is important for them to be updated on important issues, such as the concurrence motion we are discussing today.

Sporting Events in Red Deer  Mr. Speaker, I am honoured to rise today to inform the House of some of the exciting things happening across my fantastic riding of Red Deer; the first of which is that the town of Sylvan Lake was recently crowned Kraft Hockeyville 2014. With this came the exciting opportunity to host Arizona and Calgary in a pre-season NHL game and an investment of over $100,000 in arena upgrades.

Employment Insurance  Mr. Speaker, our government recently announced its plan to reduce premiums for small businesses that pay less than $15,000 in total EI payments, with the goal in mind to help stimulate job creation. The Liberals opposing this have come out with their own plan, which is scarce on details.

Canadian Heritage  Mr. Speaker, today our Conservative government announced the next step in the creation of a national victims of Communism monument. In conjunction with Tribute to Liberty, a charitable organization devoted to remembering the more than 100 million lives lost under Communist oppression, the second phase of the national design competition is ready to launch.

Petitions  Mr. Speaker, it is my pleasure to rise today to present three separate petitions on behalf of Canadians regarding impaired driving causing death. Citizens want to see tougher laws and the implementation of new mandatory minimum sentencing for those persons convicted of impaired driving causing death.

Energy Safety and Security Act  Mr. Speaker, having listened to some of the debate earlier, I recognize the fact that this will be going to committee and there will be more discussion. We can take a look at the absolute liabilities we have. We have talked about the Atlantic offshore and the $30 million there for absolute liability and the $40 million in the Arctic, where the member comes from.

Again, here we are at second reading taking this to committee so that things can be discussed and we can bring in different types of witnesses and hear what they have to say.

Energy Safety and Security Act  Mr. Speaker, I am pleased to speak in support of Bill C-22, the proposed energy safety and security act, which would provide a world-class regulatory regime for Canada's offshore and nuclear industries while strengthening protection for Canadians and the environment. Bill C-22 would ensure accountability from these industries and protection for taxpayers if an incident or spill results in cleanup costs and compensation.

First Nations Control of First Nations Education Act  Mr. Speaker, that is exactly what we did. We went through consultations. I would like to remind the hon. member that in 2011, the Government of Canada and the Assembly of First Nations launched a national panel on first nations elementary and secondary education, which recommended in its final report a first nations education act.
