Emergencies Act  Madam Speaker, I want to mention right away that I will be sharing my time with the hon. member for Lac‑Saint‑Jean. As we speak to the confirmation of the February 14 proclamation of a state of emergency, on the other side of these walls, the police are lifting the siege in Ottawa.

Public Safety  Mr. Speaker, the National Assembly is unanimous: Quebec does not want the Emergencies Act. Even though the Prime Minister said that his order would be geographically targeted, we see that it covers all of Canada. It applies not only to Quebec, but also to Quebec infrastructure such as hospitals, dams and vaccination centres.

Public Safety  Mr. Speaker, the situation at the Ambassador Bridge was resolved, as were the situations in Coutts and in Manitoba. The situation in Quebec was always under control. The only place where this situation is still ongoing is Ottawa, the Prime Minister's own back yard. The national crisis is over.

Public Safety  Mr. Speaker, Quebec does not need it and does not want it. Why is the Emergencies Act being used? According to the act, it is for “the protection of the values of the body politic and the preservation of the sovereignty, security and territorial integrity of the state”, but none of that is under threat.

Emergencies Act  Madam Speaker, I thank the minister for his speech. I think that everyone on this side of the House agrees that this is a measure of last resort. However, I do not think we are there yet. There are many other tools that could have been used first. It seems to me that this trivializes the Emergencies Act.

Emergencies Act  Mr. Speaker, there is one thing that makes me really mad. When the Prime Minister said he was going to invoke the Emergencies Act, he said it would be geographically targeted and the government would intervene only where justified. The Premier of Quebec made it clear that his government does not want the Emergencies Act applied on its territory.

Emergencies Act  Mr. Speaker, at the beginning of his speech, the minister said that he was proud to move this motion, that he was proud to be the first Minister of Public Safety to invoke the Emergencies Act since it came into force in 1988. I am wondering how he can be proud to enforce a law that limits the fundamental rights of Quebeckers and Canadians.

Online Streaming Act  Madam Speaker, I thank my colleague for his speech. He seems very knowledgeable about this issue; good for him. He said the act has not been updated since 1991 and commented that he did not know if it was a good thing or a bad thing that he remembers those days. Unfortunately, I was not yet born, so I do not remember it.

Points of Order  Mr. Speaker, there have been consultations among the parties and I think you will find unanimous consent for the following motion: That the House, in conjunction with a unanimous motion from the Quebec National Assembly, express concerns about the current disruptions in Ontario and around certain federal border crossings; that it affirm that no emergency situation currently justifies the use of special legislative measures in Quebec; that it ask the Canadian government not to enforce the Emergencies Act in Quebec; and that it reiterate the importance of working closely with the Government of Quebec, in particular to ensure peace of mind and safety for residents in the Outaouais region who are affected by the ongoing demonstrations in Ottawa and who could suffer from any further deterioration of the situation.

Public Safety  Mr. Speaker, yesterday, the Prime Minister said that the Emergencies Act was not something to take lightly. The act has in fact never been invoked since it was passed in 1988, which is before I was even born. It is the absolute last resort. The Prime Minister said himself, and I quote: “It's not the first thing you turn to, nor the second or the third.”

Public Safety  Mr. Speaker, I will tell the House what the government did not do. The Prime Minister has not been in contact with the occupiers on Parliament Hill since they arrived 19 days ago. He did not send his share of the 1,800 law enforcement officers requested by the City of Ottawa.

Public Safety  Mr. Speaker, the Premier of Quebec has been clear: Quebec does not need the Emergencies Act. The Government of Quebec wants nothing to do with it. The Quebec National Assembly unanimously opposed having this act enforced in Quebec. Nevertheless, the Prime Minister, who said yesterday that the act would be geographically targeted, issued a decree that applies to all of Canada, including Quebec.

Government Business No. 8—Proceedings on Bill C-10  Madam Speaker, I somewhat agree with what I am hearing today. Yes, we must act quickly, but the government should have been more forward-thinking when it announced certain budgetary measures. I think the technology of rapid tests was already known, and we should have known that we would need more of them quickly.

Government Business No. 8—Proceedings on Bill C-10  Madam Speaker, I thank my colleague for her speech. I disagree with her. I think that the federal machinery of government is very slow. Often, the government is very slow in applying certain measures. With Bill C‑10, the government is realizing that it can move quickly with the rapid tests and we are pleased, but there are other pressing issues, namely, the health transfers.
