Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I would like to thank the minister for raising those issues that are very important to Canadians. I was in Colombia when the hon. member for Burnaby—New Westminster was there. We raised the issues that the minister has raised about Colombia. I can say that they have made great progress on that front, and we are looking forward to this particular treaty.

India  Mr. Speaker, this week across the country, events are planned to call attention to the 25th anniversary of a difficult and dark chapter in India's history when a military assault was launched on the holiest Sikh shrine, the Golden Temple in Amritsar. We can take this opportunity to reflect upon how, in the development of any country, democracy and human rights are always a work in progress in the development of any country and difficult challenges arise when ideals around nationhood collide, even in Canada, as we know.

Infrastructure Funds  Mr. Speaker, the numbers on personal bankruptcies and unemployment have soared in the past but the government has barely spent any of the stimulus dollars. Out of $56 million for Surrey, barely $6 million went out the door. Shovels in the ground have remained shovels in the shed.

Marine Liability Act  Mr. Speaker, the bill covers two things, the oil spills from the tankers and also the bunker oil spills from all ships. Marine Liability Act  Mr. Speaker, I would like to thank the hon. member for Eglinton—Lawrence for all of his work on this bill with regard to the amendments, even though they did not go through due to opposition from the Conservative government. The amendments had to do with adventure travel, to make sure that adventure tourists are safe.

Marine Liability Act  Mr. Speaker, I rise today to speak in favour of Bill C-7, which represents some badly needed updates to the Marine Liability Act. These updates are essential in an age when Canada's waterways are becoming some of the most hotly contested in the world. Whether it concerns land, sea or air, the world has undergone a revolution over the past 20 years with regard to making polluters pay.

Guaranteed Income Supplement  Madam Speaker, the introduction of Motion No. 300 is ambitious and broad, displaying a deep desire by the author to stand strong for our seniors population. In my opinion, the motivation behind such a motion comes from the complete and utter abandonment of seniors by the government over the past three years.

Electronic Commerce Protection Act  Madam Speaker, when I sat on the access to information committee, I received a tremendous amount of letters on this issue. The government promised 2,500 new police officers, but it never delivered on that promise. When it comes to enforcement of this legislation, what type of resources will the government provide to ensure it is implemented properly and aggressively?

Cree-Naskapi (of Quebec) Act  Mr. Speaker, I would like to congratulate the Minister of Indian Affairs for bringing this bill forward, and more important, the member for Labrador for supporting this good initiative. My problem is not with the minister or the member. My issue is with the Prime Minister. Any time bills that are important to the Canadian people have been brought forward, in order to protect his own job, he has prorogued the House or called an election.

Criminal Code  Mr. Speaker, I was happy to see the member for Edmonton—St. Albert in beautiful British Columbia listening to people telling him about crime in my community. Whenever the issue of crime has been raised in the House, irrespective of who or which party raised it, I have always stood in my place in support of being tough on crime.

Criminal Code  Mr. Speaker, when it comes to our first responders, particularly the RCMP officers, they cannot raise their own voices because they do not have a union. Their first and foremost priority is saving the lives of Canadian citizens and protecting us and making us safer. I find it shameful that the Conservative government has withdrawn its support for a raise in pay for these hard-working police officers.

Criminal Code  Mr. Speaker, I would like to split my time with the hon. member for Winnipeg South Centre. Being one of my associates on the northwestern caucus, she has done tremendous work when it comes to being tough and smart on crime. I have to give her credit. As I rise today to speak to Bill C-26, auto crime has been a major problem for my constituents in Newton—North Delta and my neighbours in Surrey for years.

Arctic Waters Pollution Prevention Act  Madam Speaker, I would like to thank the member for Etobicoke North for sharing her time with me and for her thoughtful words on Arctic sovereignty and the environment. There is an old saying that the road to hell is paved with the best intentions. In looking at Bill C-3, an act to amend the Arctic waters pollution prevention act, that is what comes first to my mind.
