Budget Implementation Act, 2018, No. 2  Mr. Speaker, the hon. member was part of the 2015 election where fortunately Canadians gave us on this side of the House a mandate. We made a choice, and Canadians had a choice: balancing the budget at all costs or investing in Canadians. We took the latter approach. We are investing in major ways, $180 billion in infrastructure that will transform our communities, and municipalities across the country are so pleased with this government; $40 billion for a national housing strategy that will, among other things, keep women safe and provide transition housing and shelters.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I welcome the opportunity to speak to Bill C-86, the budget implementation act, 2018, no. 2, and particularly to speak to division 18, which would establish the department for women and gender equality, or WAGE for short. Creating the department for women and gender equality would modernize and formalize the important roles of the Status of Women Canada agency and of its minister and provide a secure base from which to reinforce and expand the work that Status of Women Canada has been doing for decades.

Gender-Based Violence  Mr. Speaker, November 25 is the International Day for the Elimination of Violence against Women, as well as the beginning of the 16 days of activism against gender-based violence. From now until December 10, people can use the hashtags #MYActionsMatter or #MESGestesComptent to share their messages of support and solidarity.

The Environment  Madam Speaker, we are taking action. Because plastics are ubiquitous and have benefits, the solutions will be varied and complex. This will require action by government, industry, retailers, consumers, researchers and individuals, including youth. That is why we are working with our domestic and international partners to find solutions throughout the life of plastics.

Status of Women  Mr. Speaker, we know that when we invest in women, we strengthen the economy for everyone. That is why we are making Status of Women Canada a full department; why we have invested $40 billion in a national housing strategy, 25% of which will go toward women and their families; dedicated $7.5 billion for child care; created a new parental sharing benefit; and are supporting women entrepreneurs and women in the trades.

Persons Day  Mr. Speaker, today is Persons Day, an important milestone in the fight for women's participation in Canadian political life. On this day, which takes place during Women's History Month, we remember and celebrate the Famous Five, five prominent Canadian women who won a hard-fought battle for gender equality: Emily Murphy, Henrietta Muir Edwards, Louise McKinney, Irene Parlby and Manitoba's own, Nellie McClung.

Canada Labour Code  Mr. Speaker, on the issue of data, under our gender-based violence strategy, we are creating a knowledge centre. We are going to be partnering with Statistics Canada to dutifully collect data on harassment and gender-based violence in the country. We are going to be sharing best practices with groups from across the country, such as unions, employers and others.

My understanding is that she was a very strong voice around the table. I also understand that all parties support this legislation. There was a great deal of consensus and one of the reasons for the consensus was the fact that there was wide consultation.

Canada Labour Code  Mr. Speaker, just to reiterate some of my remarks, today we are taking an important step towards making workplaces in federally regulated industries and Parliament Hill free from these behaviours with Bill C-65. I would note that this piece of legislation is built on the gender-based violence framework, that I referred to earlier in my remarks, to prevent gender-based violence in the workplace, out there in Canadian society, to support survivors and their families, and to develop responsive legal and justice systems.

Canada Labour Code  Mr. Speaker, I am very pleased to rise today to speak to Bill C-65. The main goal of Bill C-65 is to ensure that all employees under federal jurisdiction, including those in federal workplaces and in federally regulated industries, are treated fairly and are protected from harmful behaviours such as harassment and sexual violence.

Status of Women  Mr. Speaker, I want to thank the hon. member for Don Valley East for her tireless advocacy. Promoting gender equality is not only the right thing to do, but the smart thing to do for our economy and the middle class. However, we need governments with more women representation if gender equality is to be truly achieved.

This spring we were proud to announce $10 million for over 30 projects from coast to coast to coast to increase the economic security and prosperity of women and an additional $5 million for 15 projects across the country to strengthen the economic security and prosperity of indigenous women.

Justice Robyn Diamond  Mr. Speaker, May 29 marked the passing of the Honourable Madam Justice Robyn Diamond, whose work in family law has changed the lives of children and families in Manitoba, Canada, and around the world. Justice Diamond was the first female legal manager of the crown counsel's family law unit in Manitoba.
