Tobacco and Vaping Products Act  Madam Speaker, I congratulate my colleague for such a detailed speech and lots of information. It is very informative for us to know what he has to say to us today. One of the elements in the bill is plain packaging, which is really what we need to watch. The contraband industry is always growing and always a big concern.

Questions Passed as Orders for Returns  With regard to contracts under $10,000 granted by Canadian Heritage since September 16, 2016: what are the (i) vendors' names, (ii) contracts' reference and file numbers, (iii) dates of the contracts, (iv) descriptions of the services provided, (v) delivery dates, (vi) original contracts' values, (vii) final contracts' values if different from the original contracts' values?

Questions Passed as Orders for Returns  With regard to videos developed for or by Innovation, Science and Economic Development Canada since January 1, 2016: (a) what are the details of expenses related to the videos, broken down by individual video, including (i) graphics, (ii) production, (iii) human resources, (iv) editing, (v) total amount spent, (vi) platforms for which the video was used, both traditional and social media; and (b) what are the details of any contracts, for which the goods of services were used, either in whole or in part, in relation to the videos, including for each contract the (i) amount, (ii) vendor, (iii) date, (iv) description of goods or services provided, (v) file number?

Crossroads International  Mr. Speaker, I rise today to recognize an organization that works to create a more equitable and sustainable world by eliminating world poverty and supporting equality. Now in its 60th year, Crossroads International sends Canadian volunteers to developing countries to strengthen women's rights and security while fostering economic development.

Islam  Mr. Speaker, last week in question period, the Prime Minister was asked to defend his sunny ways plan to bring ISIS fighters back to Canada and hope for the best. What struck me was the absurdity of his answer. Instead of defending his plan to bring ISIS fighters back to Canada and somehow fix them, he began his response by talking about Muslims and Islam.

Feast of St. Andrew  Mr. Speaker, I stand today to celebrate a deeply respected institution and to pay tribute to a man, whose life is distinguished by sacrifice, selflessness, and service. Today is the feast of St. Andrew, the patron saint of the Ecumenical Patriarchate of Constantinople. The Patriarchate is the centre and highest See of the Orthodox Church, led by His All-Holiness Ecumenical Patriarch Bartholomew.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, the government talks a lot about the Canada child benefit. As one who understands finance and the economy, it is a pity that people believe that the Canada child benefit will lift the Canadian economy to the level that Liberals are talking about. Some reports suggest that 81% of the people the government is trying to help it is actually hurting.

Cannabis Act  Madam Speaker, thank you for being so generous and giving me two minutes to speak to such an important bill today. I have heard a lot on it before, and my observation with respect to this is that the government has created a monster and a problem that, as a business case, takes with it all of the risks.

Lebanon  Mr. Speaker, today marks the 74th anniversary of the independence of Lebanon. Lebanese people are multi-talented, with many achievements of which they should be proud. Today, as we celebrate 74 years of independence, my message to all Canadians of Lebanese origin is for them to celebrate their love for Canada as much as they celebrate their love for Lebanon; celebrate their entrepreneurial spirit as their ability to contribute to the diversity that we enjoy in the country, welcoming people to practise their religion and beliefs free of persecution; and celebrate our flourishing democracy, as all countries should be independent of interference from regional involvement.

Religious Freedom  Mr. Speaker, three-quarters of the world's population live without the absolute freedom to believe and follow their religion. Thankfully, here in Canada, we have the right to practise and worship as we please. The Universal Declaration of Human Rights states: Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Attack in Edmonton  Mr. Speaker, as Thanksgiving approaches, we are reminded of everything we have to be thankful for as Canadians. This past Saturday, I was saddened and outraged to hear of the cowardly terrorist attack that took place in my hometown of Edmonton, which left five people injured, including an Edmonton police officer.

Oceans Act  Madam Speaker, the tone of the government and the experience of the vast majority of Canadians with the government has been that the Liberals consult when they should not consult and when they need to consult, they rush things through. With the second half of their mandate, the Liberals seem to have fallen behind.

Oceans Act  Madam Speaker, the record speaks louder than some of the statements we hear. I appreciate the question from the member on the NDP side, but that is not true. We believe in environmental responsibilities at any level. The previous government invested $252 million to secure the ecological sensitivities in the lands and oceans.

Oceans Act  Madam Speaker, we would like to be at the top in the world. We would like to be at the same level as the best standards and practices. We have to do it right, and we have to do it with science and great consultation. We cannot do enough on many things, and we probably cannot do enough on this topic.

Oceans Act  Madam Speaker, I rise today to speak to Bill C-55, An Act to amend the Oceans Act and the Canada Petroleum Resources Act. At the outset, while I understand that amending the Oceans Act and the Canada Petroleum Resources Act would allow the Liberal government to meet its political target of 5% protection by 2017, by introducing this bill the Liberals have failed to follow through with their commitment to consult Canadians on issues of importance.
