Economic Statement Implementation Act, 2020  Thank you, Madam Speaker. I assure you that this is not rubbish. This is actually the Canada child tax benefit, which has lifted about 300,000 Canadian children out of poverty and helped reduce child poverty by 40% from 2013 to 2017. We should all work to continue to protect Canada's children and youth.

Economic Statement Implementation Act, 2020  Madam Speaker, we know Bill C-14 seeks to continue the pandemic relief strategy by implementing provisions from the fall economic statement. While its segments cover a breadth of topics, I would narrow my discussion on the bill to two topics today. I would begin with amendments made to the Income Tax Act to provide additional support to families with young children as the COVID-19 pandemic progresses.

Black History Month  Mr. Speaker, this February we respect Black Canadians by recognizing and participating in Black History Month. It is a time to show special appreciation for their contributions to Canada's history beyond the usual lip service and virtue-signalling frequent in this chamber. When we honour Black History Month this month, we learn from an intersectional understanding of separate communities across our great nation, each one demonstrating tenacity and bringing unique experiences that contribute to our cultural mosaic from coast to coast to coast.

COVID-19 Emergency Response  Mr. Speaker, food is a significant part of many ethnic communities. For them, as for many Canadians, food insecurity creates barriers to participating in social activities. With the pandemic and economic downturn, many have to rely on food banks or charities for support. This lowers the connection they feel to their culture and harms their sense of well-being.

Therefore, I do not understand. Could the hon. member enlighten me how raising that ceiling would impact future generations?

Broadcasting Act  Madam Speaker, perhaps, unlike the member, I do not live in a zero-or-one world. I believe there is a balance that we have to strike. The CRTC definitely has historically been delivering value to Canadians, and we have seen that it does good work, but that does not mean that we should give all the powers to the CRTC, even overarching powers.

Broadcasting Act  Madam Speaker, I believe Quebec is a nation that is a great part of Canada, in a united Canada, and that is why, if there is any way we can bring jobs back to Canada, I will be in full support of it. There are other provinces, I might add, that also have francophone Canadians living in them, like New Brunswick and northern Alberta, just like there are many anglophones living in Quebec as well.

Broadcasting Act  Madam Speaker, I am glad the government has finally brought this long-awaited modernization of the Broadcasting Act, also known as Bill C-10. Too often government regulations have fallen far behind human innovations and progress, such as those for unmanned aerial vehicles, also known as drones, and various forms of the sharing economy, and it is definitely encouraging to see, 15 years after its founding and 10 years after YouTube reached one billion views, that the act is being updated for social media platforms.

Canadian Citizenship  Madam Speaker, as a former immigrant, I rise today to represent millions of immigrants who have followed the rules and regulations to become Canadians. Newcomers are proud of completing the criminal record checks, proud of proving their education and skills and proud of acquiring jobs which benefit our new home here.

Criminal Code  Mr. Speaker, I thank the hon. member for Winnipeg North for asking such meaningful questions. If I recall correctly, a former member in the House Mark Warawa actually suffered from terminal cancer. He was not able to receive palliative care for a number of days before the end of his life.
