Business of Supply  Madam Speaker, I thank the member for his question. He mentioned the late hon. Jim Flaherty, and yes, many initiatives were instituted under the previous government. One of them was the ready, willing and able program, which we continue to support. We have also maintained funding for autism spectrum research.

Canada Pension Plan  I would like to match his words with the words of a previous member of the opposition. The late Jim Flaherty, in 2010, said that to do nothing would condemn Canadians to not having enough money for themselves when they retire. It was the opposition members who actually acknowledged that there is a CPP gap, but it was the opposition that failed to do something about it.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, I listened to the member's speech with great interest, and heard him specifically say that the stable banking system was something that his government deserves credit for, knowing full well that it was Jim Flaherty and Conservatives and the big banks that wanted us to massively deregulate the banking system prior to 2008. A Liberal government refused to do that. I also heard that reneging on deals was not something that the government should do, keeping in mind the previous government reneged on a deal with Newfoundland for about $289 million in compensation that was part of the negotiation.

Electoral Reform committee  McLaughlin served as the chief of staff to Prime Minister Brian Mulroney, Premier Bernard Lord, and Minister of Finance Jim Flaherty. He has also served in the New Brunswick government as deputy minister of intergovernmental affairs, and policy and planning and in the New Brunswick Commission on Legislative Democracy.

Budget Implementation Act, 2016, No. 1  Being in a deficit situation for a period of time was also talked about by the former finance minister, Hon. Jim Flaherty, God rest his soul. He said the same thing. When the other side says that this is a rather wasteful way of spending, that is not what they used to say, as we get into a hashtag disingenuous conversation.

Budget Implementation Act, 2016, No. 1  He no doubt is aware that the former finance minister of the previous government, the late Jim Flaherty, was adamantly opposed to income splitting. Part of the foundation for that opposition was that a consequence of income splitting would show an inordinate amount of women staying at home and not entering or staying in the workplace.

Budget Implementation Act, 2016, No. 1  I would be remiss if I did not mention that the vision for this centre came to fruition under the leadership of the former member of Parliament for Whitby, the late Jim Flaherty. The centre, which provides programs and services, including sports, fitness, arts, and life skills opportunities for people of all ages and of all levels of ability, is one organization that is receiving funding this year.

Income Tax Act  Even Jim Flaherty, the former Conservative minister, recognized the flaw of that Conservative policy. We recognized back then that this was not the type of Canada we wanted to see and that there was a need to reinforce the positive.

Income Tax Act  According to the commentary from the C.D. Howe Institute, only 15% of the population benefits from this, which is why the late Jim Flaherty, the minister of Finance for the Conservatives, did not believe in it. Bill C-2 contains critical building blocks, which are necessary to restore fairness and progressiveness in our income tax system.

Resumption of Debate on Address in Reply  I would be remiss if I did not thank my predecessors who were present during the 41st Parliament, Pat Perkins and the late Hon. Jim Flaherty, who represented the town of Whitby and the villages of Brooklin, Ashburn, and Myrtle with extraordinary passion, conviction, and pride. Ten years ago my husband, Vidal, and I decided to make Whitby our home.

Economic Action Plan 2015 Act, No. 1  Yes, some will be held to account, but I also want to talk about one Conservative in particular. The former finance minister, the late Jim Flaherty, had been sounding the alarm from the beginning. On February 12, 2014, he said, and I quote: I think income-splitting needs a long, hard analytical look...to see who it affects and to what degree, because I'm not sure that overall, it benefits our society.

Economic Action Plan 2015 Act, No. 1  It gives more to Canada's wealthiest, while at the same time, does not give the attention necessary to the hard-working middle class and those who aspire to being part of Canada's middle class. The former Conservative minister, Jim Flaherty, said income splitting would favour 14% of Canada's population, the wealthiest of Canada's population, and the middle class would have to foot the bill. Does the member believe that Jim Flaherty and others who have been critical of the government's taxation policy are wrong?

Taxation  If we could trade that unfairness for a better plan, one that is being acclaimed as powerful, progressive, fair, transparent and efficient, one that fights poverty and improves middle-class incomes, why would we not make that trade? Jim Flaherty would have.

The Budget  The ones that would be affected hardest would, of course, be the middle class because they are the ones who would foot the bill for it. I wonder if she believes that Jim Flaherty, when he was the minister of finance, was wrong.

Business of Supply  Mr. Speaker, whether it was Jim Flaherty or the leader of the Liberal Party, we have been very clear on income splitting and a small percentage of Canadians benefiting at a substantial cost. The middle class is subsidizing hundreds of millions of dollars every year.
