Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, historically, the powers that be have always used crises as an opportunity to build an increasingly unitary government and spread its tentacles. The so-called Canadian Confederation has always been predatory and oppressive. This was true after the Patriotes rebellion of 1837 and 1838 was quashed by the Act of Union, which was sanctioned following the recommendation of the fundamentally racist Durham report.

Declaration of Emergency committee  It authorized arrests without a charge or access to a lawyer, and confinement for up to 21 days, as well as property searches without a warrant. It was outside of the Canadian Bill of Rights, and the Charter of Rights and Freedoms did not exist. We needed a flexible tool to deal quickly and effectively with a range of potential emergencies, and to safeguard the rights of citizens of the provinces and of Parliament.

Online Streaming Act  Freedom of thought and speech are principles with which the Government of Canada must be inflexible in defending, so much so that Pierre Trudeau placed these inflexible freedoms in section 2 of Canada’s Charter of Rights and Freedoms. It guarantees freedom of thought, belief, opinion and expression, the very freedoms that are core to our democracy.

Emergencies Act  This was all made possible by the proclamation of the War Measures Act by a so-called champion of rights and freedoms, Pierre Elliott Trudeau. Ottawa never published the official list of the people arrested under that law. The invocation of the War Measures Act resulted in 32,000 warrantless searches.

Emergencies Act  Therefore, it comes down to the votes of the NDP to determine whether or not the House will endorse using the Emergencies Act to suspend the civil rights and civil liberties of whomever the Prime Minister deems to be a designated person engaging in an illegal protest. In 1970, when Pierre Elliott Trudeau used the War Measures Act to send in the army and suspend the civil liberties of Canadians, the NDP stood in opposition to it.

Emergencies Act  Pierre Laporte was murdered and bombs were set off in Quebec. It was a horrible experience and, even still, some called it overreach. Does a traffic jam on the street in front of Parliament Hill merit the same type of response as those three incidences?

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I will share my time with my esteemed, and I hope estimable, friend and colleague from Beauport‑Limoilou. I am pleased to rise in the House today to speak to Bill C-8, an act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures.

Act Respecting Certain Measures Related to COVID-19  Madam Speaker, I would like to begin by wishing all of our colleagues a happy Valentine's Day, and I hope they will be able to celebrate it even though many of them are in Parliament, far away from their partners. Nonetheless, I wish them a very happy Valentines Day. Today, I am pleased to be speaking about Bill C-10, which authorizes a one-time payment of up to $2.5 billion to be made to the provinces and territories for any expenses incurred on or after January 1, 2022, in relation to COVID-19 tests.

Criminal Code  That is someone who comes into my home and steals my gun. That is someone who comes into a rural property in the County of Red Deer, the County of Lacombe, the County of Ponoka, or any one of our communities, steals from us and may be purposefully there trying to steal our firearms. The Liberal response is because our disarmament policy for law-abiding Canadians is not working, they are going to let thieves out of jail for free for stealing a law-abiding citizen's property.

Government Business No. 4—An Act to Provide Further Support in Response to COVID-19  Mr. Speaker, yesterday we learned that Canada's inflation rate is at its highest point in 30 years and that the 4.7% inflation rate is growing about 2% faster than Canadians' wages. For the average Canadian, that is equivalent to a pay cut. We talked about “Justinflation” and said the government was behind this inflation rate.

Business of Supply  I am sorry, Madam Speaker, I was just trying to help. Come on. He was having trouble making sense of the motion, so I was going to read it for him, right before him. It says here: review and consolidate all federal real estate and properties in Canada in order to make at least 15% available for residential development; It is not the Parks Canada land.

Business of Supply  Madam Speaker, it says it right here in the platform: “Review the extensive real estate portfolio of the federal government—the largest property owner in the country with over 37,000 buildings—and release at least 15% for housing, while improving the Federal Lands Initiative.” There are 37,000 buildings that are underutilized, and with an increased tendency to work from home, more of that space will be freed up for—

An Act to Provide Further Support in Response to COVID-19  Mr. Speaker, everybody is asking the same question. Whether it is 28-year-old couples living in their parents' basements because they cannot afford the $300,000 increase in the average house price that occurred since the government took office; or the single mother walking down the grocery aisle noticing that she cannot afford nutritious food for her kids; or the senior who is watching his savings disappear as inflation gallops through his bank account and vaporizes what he spent a lifetime storing away for his golden years, all are asking the same question.

Greenhouse Gas Pollution Pricing Act  I look at not giving this exemption as just another barrier to reducing the high cost of our goods right now. Farmers know that, when they are paying all this money, it affects their bottom line. I am so fortunate to work with Scott at the Grain Farmers of Ontario in my area. He is the zone manager there.

Budget Implementation Act, 2021, No. 1  Madam Speaker, this is a great question. First of all, MMT, as they call modern monetary theory, can also stand for “more money today” or “magic money tree”. It is this new theory where governments will simply print cash. The central bank creates the cash, sends it over in a Brink's truck every day to the Prime Minister's Office, and he just starts throwing the money around.
