On the good discussion we're having on GMOs, I want to underline that food safety comes first--particularly health safety--when we're talking about humans and what they consume, as well as livestock and the impact on the environment. I think everybody has agreed on that.

Agriculture committee  Thank you, Chair. I would like to highlight the fact that there was a motion that was approved, I believe unanimously, by the committee regarding SRM. That motion came after we had witnesses here talking about the challenges that SRM was posing to their industry. This particular motion somewhat goes against the motion that we passed previously.

There's an order that we're following in terms of motions, so when it comes to actually debating motions, as much as possible we should follow the order unless there is unanimous consent to change the order, which we in fact have put in front of committee before.

Agriculture committee  When we met with all the parties during that election campaign, one of the things we were calling for was the implementation of an AgriFlex program. We wanted such a program in place to compensate for how ineffective the AgriStability program was. We got the impression that the people involved were receptive to our request.

Agriculture committee  Indeed, we thought that if the money currently being spent on ad hoc programs were invested in a very structured way in other existing programs, there would be enough money to meet the needs. That is our understanding. In addition, the UPA has recently asked Laval University to carry out an economic study on the cost-effectiveness of investing in agriculture.

Agriculture committee  As for the AgriStability program, among others, we need to identify known mechanisms that can respond quickly. A little earlier, I said that the program was not suitable for extended periods of decline in income. I think we need to establish reinsurance mechanisms. It may be necessary to establish margin support adjustment mechanisms based on known standards.

Agriculture committee  Actually, Chair, the point I was going to make was that my motion is encouraging the government to work with industry to find solutions. What's being proposed as an amendment is a dramatic change. It's proposing the solution, and that's not the aim of this motion at all. It's a great diversion from the motion.
