Finance committee  I will try my best. In terms of the time frame.... Maybe I'll focus on that. The idea was to look at the path of the recovery and to try to time it with that, and to try to be consistent with the health restrictions and those. That was the general idea.

As you suggested, there was outreach in trying to talk to stakeholders and to understand the type and the level of support that was needed and the thresholds.

Finance committee  Mr. Chair, I can provide a high-level response, but I'm afraid I won't be able to answer the honourable member's question directly, because we're here to discuss the bill. What I can say is that, with regard to the cost of the measures, in terms of part 1, the three first programs that I mentioned—the tourism and hospitality recovery program, the hardest-hit businesses recovery program and the local lockdown program—have a cost of $3.2 billion.

I represent the business income tax division at the Department of Finance. I'll provide a brief overview of part 1 of the bill. Part 1 proposes amendments to the Income Tax Act and related amendments to the income tax regulations.

It's to provide greater flexibility and provide additional tools that can be used to better plan and expand the options to plan in retirement, and how and when you receive your income in retirement.
