Public Accounts committee  Have we learned any lessons from this crisis? We've known for years that we need to work on access to employment insurance and to modernize the system. We learned from our consultations that people wanted a simplified system. During the pandemic, we introduced temporary measures to streamline the system.

Public Accounts committee  Yes, of course I can. As I mentioned, we also sent 1.8 million letters to people who received the lump-sum payment and should not have received it. There's already close to 1.2 million of them who started reimbursement or have reimbursed. That's actually a positive. In this case, the way we've done it is that we looked at all of them, as I mentioned at the beginning, with the data analysis.

Public Accounts committee  At the moment, what I can tell you is that we did receive $25 million in the beginning, and we received an additional $114 million to do postpayment verification. These, I think, are the numbers we have at the moment.

Public Accounts committee  We have, with Revenue Canada—and Mary can explain more—done data analyses on all cases, because we have information on those people. We have their revenue numbers, for example. We were able, through that, to find out and to attest whether people were meeting some of the criteria.

Public Accounts committee  I would not call it an investigation. I will call it doing data analysis—

Public Accounts committee  Yes, confirmation and also trying to find out, in that pool of $3.7 billion for EI-ERB, for example, what percentage or number of them had numbers that were not necessarily aligned with the criteria. This could be for good reasons, to be honest, but it's how many of them were, potentially, people who received money they should not have received.

Public Accounts committee  Mr. Chair, I am happy to answer questions today on the Auditor General's report on the COVID-19 benefits. I am joined by the people you have already named very well, so I won't repeat their names. We want to thank the Office of the Auditor General for this work and for the report.

Public Accounts committee  What happened during COVID is that we decided that those groups were getting more money and had to transform the way they delivered services during COVID and face the challenge of COVID, and if they were not able to report in time, we postponed the report. That's why a lot of the information didn't come in time, but it's coming, so we'll see with this information, as my colleague from Infrastructure Canada mentioned.

Public Accounts committee  If I can quickly answer your questions, I remember the hospital in “Yes Minister”, as you do, but in the hospital, there were no patients. This is not the case here. There has been funding. There have been programs. There has been progress. The issue—

Public Accounts committee  Thank you for your question. For us, the role is quite limited and simple. We support Infrastructure Canada in some of the aspects of the Reaching Home service program delivery, which means, for example, the relationship with the recipients from the contribution agreement's perspective.

Public Accounts committee  As I mentioned before, the role that we have is to manage some of the programs on behalf of Infrastructure Canada, so I would defer to my colleague at Infrastructure Canada to explain—as she has done a bit already—where the money is flowing and for what.

Public Accounts committee  Mr. Chair, I am happy to be here today. I would like to acknowledge that I am speaking from the traditional unceded territory of the Algonquin nation. I want to thank the Auditor General and her team for highlighting the important issue of chronic homelessness in Canada. I am joined by Nisa Tummon, assistant deputy minister of the program operations branch for Service Canada.
