Government Operations committee  Very good. Thank you. I was wondering whether you wanted to include the letter as an attachment, but if not, that's fine.

Government Operations committee  What you would like, then, is for the report to address the official languages issue and mention the ESDC letter. Is there any specific language you would like to include, or do you just want me to ask the analyst to address the matter?

March 29th, 2023Committee meeting

The Clerk

Government Operations committee  Just to confirm what you're asking, Mrs. Vignola, I'd like to know whether the analysts have permission to come up with a paragraph on the matter, as opposed to including specific language in the report. Since Mr. Barrett had asked about including specific language, I want to make sure we carry out your intentions faithfully.

Government Operations committee  The proposed amendment by Mr. Housefather would read: That the analysts and the clerk be directed to prepare a brief report to the committee outlining the material facts regarding the status of the documents ordered by the committee, in particular the degree of redactions, in relation to its study on Federal Government Consulting Contracts Awarded to McKinsey & Company.

March 22nd, 2023Committee meeting

The Clerk

Government Operations committee  I don't honestly think there's much that I could add to that. Either way we would be bringing you, the members of the committee, the report. Whether it says we report to the committee or we report to the House, ultimately you, as a committee, would decide if that draft report is then reported to the House.

The Clerk

Government Operations committee  Thank you. I pulled the wording for this from previous motions, actually from previous OGGO motions, in order to report concerns of privilege to the House. In reading it, I would understand that to be, in the same way that a study motion is adopted, with so many meetings, that the committee report its findings to the House.

The Clerk of the Committee

Government Operations committee  That depends if you've raised a question of privilege—

The Clerk

Government Operations committee  If that's the intent, I suggest adding the word “both”: Send for all receipts and invoices in the possession of the Office of the Prime Minister, the Privy Council Office, and any other implicated government departments associated with both: i) the September 2022 trip to the United Kingdom by the Prime Minister of Canada, including for all individuals accompanying the Prime Minister and ii) for Prime Minister Harper's trip in 2013 to honour the late Nelson Mandela and Prime Minister Harper's trip to Beijing in 2009.

The Clerk

Government Operations committee  I apologize, I will read a bit more slowly because it is much too difficult for the interpreters. It is my fault. Thanks, everyone, for a little patience: Send for all receipts and invoices in the possession of the Office of the Prime Minister, the Privy Council Office, and any other implicated government departments associated with both: i) the September 2022 trip to the United Kingdom by the Prime Minister of Canada, including for all individuals accompanying the Prime Minister and ii) for Prime Minister Harper's trip in 2013 to honour the late Nelson Mandela and Prime Minister Harper's trip to Beijing in 2009.

March 8th, 2023Committee meeting

The Clerk

Government Operations committee  The idea of adjourning debate is to adjourn debate until the conclusion of the order of business. We adjourned debate on the motion of Mrs. Kusie and moved to the next order of business on the agenda, which was the supplementary estimates. The supplementary estimates have now been concluded and it is the committee's time to move to a further order of business.

March 8th, 2023Committee meeting

The Clerk of the Committee

Government Operations committee  Have I confused you more? I'm so sorry. We proceeded to the next thing that we were supposed to do. We have since concluded that—that being the supplementary estimates—and we were moving on to the next thing the committee was going to do. The next thing the committee was going to do was move into committee business.

March 8th, 2023Committee meeting

The Clerk

Government Operations committee  Thank you, kindly. The question is to resume debate on the motion of Mrs. Kusie. (Motion agreed to: yeas 6; nays 5 [See Minutes of Proceedings])

March 8th, 2023Committee meeting

The Clerk

Government Operations committee  To clarify, do you just want the paragraph where the amendment is located? Okay, the first paragraph states: Send for all receipts and invoices in the possession of the Office of the Prime Minister, the Privy Council Office, and any other implicated government departments associated with the September 2022 trip to the United Kingdom by the Prime Minister of Canada, including for all individuals accompanying the Prime Minister This is the part where the amendment starts: “and for Prime Minister Harper's trip in 2013 to honour the late Nelson Mandela and Prime Minister Harper's trip to China in 2009.”

Government Operations committee  Pages 1 to 100 are the history of the House of Commons, so you might want to leave those out of the discussion. If you're referring to the Canada Post letter that was just discussed, that was related to the McKinsey draft anyway, so it is related to the matter under discussion, which is the study of McKinsey and the contracts.
