Circumvention did not occur against the Maritime Lumber Bureau's certificate of origin program. I would make the assertion, and data would demonstrate, that circumvention occurred against the Canadian government export permit program.

The bureau was founded in 1938, and since that point in time we have had a very long history of presenting a unified position not just on behalf of the Atlantic industry, but certainly coordinating both the Atlantic industry and the governments on many issues.
