Agriculture committee  Yasmeen, I appreciate your bringing the theme of food security into our conversation on food processing, especially your comments about a national food nutrition program. My colleague Don Davies has sponsored Bill C-201 in the House of Commons, which aims to do just that. I was looking at a provincial example. Here in British Columbia we have the feed B.C. program, which links many of our farms and food processing centres with health care operations and with post-secondary operations.

Greenhouse Gas Pollution Pricing Act  The Greenhouse Gas Pollution Pricing Act was brought about through the enactment of an omnibus budget bill, Bill C-74, in the previous Parliament. Bill C-206 would add natural gas and propane to the definition, which is currently limited to gasoline, light fuel oil or a prescribed type of fuel. This is important because the term “qualifying farm fuel” is used in several important sections of that federal statute.

Citizenship Act  Speaker, I am glad to hear that my colleague from Peace River—Westlock will be supporting Bill C-8. I have a comment first. Before European colonization of North America, first nations and Inuit people all had very distinct legal customs and norms pre-contact. They had fully functioning societies with their own laws and rules.

I am glad that this morning the House saw fit to pass the bill at report stage by unanimous consent, and get it to where it is now, at third reading. I hope that in short order the House can pass the bill because it still has half of its journey left: through the Senate.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, I would like to thank the member for Victoria for an incredible speech. She did her constituents proud with her interventions on Bill C-12. The previous intervention from my Conservative colleague illustrates the complete disconnect that exists there with the impending challenge that is before us with respect to climate change.

Questions on the Order Paper  With regard to Transport Canada’s (TC) announcement on November 1, 2017, to improve local maritime situational awareness and reduce marine traffic congestion through the Oceans Protection Plan, specifically with respect to the $500,000 national Anchorages Initiative (NAI) to “bring together government, the marine industry, Indigenous peoples and stakeholder communities to develop a sustainable national anchorage framework”: (a) in terms of subject matter, what areas of research has TC contracted, and who are the vendors; (b) who is currently directing the NAI and which of TC's federal and regional offices reports to the said director; (c) what concrete governmental actions, as a result of the NAI, can be expected by the initiative’s estimated completion date of fall 2020; (d) which First Nations peoples and affected West Coast communities (i) have been consulted, (ii) have arrangements for NAI consultations in place; and (e) at the present date, how much of the $500,000 budget allocated for the NAI remains unspent?

House debate  I still have constituents to this day writing to me about these specific issues. Therefore, I would agree with her that, when we are talking about Bill C-3 and the stereotypes and myths that exist and are acknowledged in this legislation, it does allow us to open up a broader conversation about the justice system as a whole. That is why I acknowledged in my comments that this was a small but important legislative step.

Criminal Code  Following on the speech my colleague, the member for Esquimalt—Saanich—Sooke, gave the other day concerning the legislative review that was part of the former Bill C-14, I want to draw the attention of members to the fact that this was a requirement of Bill C-14. The member for Esquimalt—Saanich—Sooke has put forward a proposal through his private member's motion, Motion No. 51, that will establish a special committee to look at how the legislation is doing.

Business of Supply  For months opposition members have been bringing this problem to the attention of the government. Only now are we seeing legislation in the form of Bill C-9. Does he not find it quite remarkable that we are only just now finding action on this file and we are already in the month of November? It is quite remarkable that we have had to wait this long.

Canada Shipping Act, 2001  moved for leave to introduce Bill C-250, An Act to amend the Canada Shipping Act, 2001 (anchorage prohibition). Mr. Speaker, for years, communities in and around the Salish Sea have had to deal with the presence of large freighters using our waters for extended periods of time while they wait their turn in the Port of Vancouver.

Criminal Records Act  When it comes to cannabis, I believe we had this debate, in large part, with respect to Bill C-45. Bill C-45 did not necessarily legalize cannabis, but rather made it less illegal, because in the provisions of Bill C-45, the consequences for stepping outside the boundaries of the law are in fact quite severe.

Judges Act  I agree with him: this really does signify the struggle between the role of Parliament and our judicial system. I do not want people to think that Bill C-3 is going to solve all of the problems with the justice system. Would the member agree that it is also important that the federal government, and indeed our provincial governments, step in to make sure that complainants in sexual assault cases are also provided with adequate social supports and adequate information about the court process, and that we have proper legal education for lawyers who are involved in trying the cases so that those people have the support they need?

COVID-19 Response Measures Act  I can see the beautiful Mount Maxwell on Salt Spring Island from my house, and that is part of the riding of Saanich—Gulf Islands. I want to thank her for expanding the conversation we are having tonight on Bill C-4, to talk about how this really is a first step. I think many Canadians are seeing this as a moment in time where we have the ability to reimagine what Canada's full potential can be.
