Energy Safety and Security Act  Mr. Speaker, having listened to some of the debate earlier, I recognize the fact that this will be going to committee and there will be more discussion. We can take a look at the absolute liabilities we have. We have talked about the Atlantic offshore and the $30 million there for absolute liability and the $40 million in the Arctic, where the member comes from.

Energy Safety and Security Act  Mr. Speaker, we have gone through numerous consultations with various groups to come up with the proposals we have. Again, here we are at second reading taking this to committee so that things can be discussed and we can bring in different types of witnesses and hear what they have to say.

Energy Safety and Security Act  Mr. Speaker, I am pleased to speak in support of Bill C-22, the proposed energy safety and security act, which would provide a world-class regulatory regime for Canada's offshore and nuclear industries while strengthening protection for Canadians and the environment. Bill C-22 would ensure accountability from these industries and protection for taxpayers if an incident or spill results in cleanup costs and compensation.

First Nations Control of First Nations Education Act  Mr. Speaker, that is exactly what we did. We went through consultations. I would like to remind the hon. member that in 2011, the Government of Canada and the Assembly of First Nations launched a national panel on first nations elementary and secondary education, which recommended in its final report a first nations education act.

First Nations Control of First Nations Education Act  Mr. Speaker, when I started teaching again 40 years ago, my cousin ended up going to Botswana and was teaching at same time. Similar to the story that the member just mentioned was something he talked about. People would walk for miles and miles to classrooms of 50 people and it was the significance of the education they had.

First Nations Control of First Nations Education Act  Mr. Speaker, I will be splitting my time with a fellow educator, the member for Palliser. It was 40 years ago this week that I entered my first classroom as a teacher, fresh out of the University of Alberta. One of my instructors was J.W. Chalmers, a great historian on native education and advocate for aboriginal youth.

Justice  Mr. Speaker, our Conservative government is committed to putting the rights of victims ahead of the rights of criminals. For far too long our system has embodied the comments made by Trudeau-era Solicitor General J. P. Goyer, who said the Liberals: ...have decided from now on to stress the rehabilitation of individuals rather than protection of society.

Justice  Mr. Speaker, my constituents are increasingly concerned about what they see as an imbalance in our justice system. For too long, the rights of offenders were given precedence over the rights of victims. Today the Prime Minister announced Canada's first ever victims' bill of rights.

Meat Inspection Act  Mr. Speaker, I would like to thank the member for British Columbia Southern Interior for raising this issue and for bringing it to the attention of the House. I would also like to thank the individuals who have already spoken here this morning. I will begin by stating that the slaughter of equines for human consumption is a legitimate economic activity in Canada.

Agriculture  Mr. Speaker, yesterday, our government brought in legislation to address the rail capacity challenges currently affecting western Canada after a historic crop yield. Our government is taking immediate action to get grain moving faster through legislation and regulations designed to increase supply chain transparency, strengthen contracts between producers and shippers, and help ensure the entire grain handling and transportation system is working at the top of its capacity.

Business of Supply  Mr. Speaker, when it comes to something like krafthockeyville.cbc.ca, we can vote for Sylvan Lake and we can vote early and we can vote often, but when it comes to a federal election, that is not the type of thing we do. I want to relate an issue that actually happened to me. In 2008, when the voter identification cards came to our home, my wife had a card for one polling station and I had a card for a second polling station.

Veterans Affairs  Mr. Speaker, Canadian veterans are admired for their leadership and their teamwork. They are well trained and hard-working, and they have an important role to play in Canada's workforce. Will the Minister of Veterans Affairs please update the House on how our government is leading by example by placing veterans ahead of the pack for jobs in the federal government?

Canada-Honduras Economic Growth and Prosperity Act  Mr. Speaker, while listening to the hon. member's speech, I heard him make a suggestion that these were pious pronouncements by members opposite, and of course I was the one who was just speaking prior to that. I do take some offence to his thoughts that we would be thinking about this in a callous way.

Canada-Honduras Economic Growth and Prosperity Act  Mr. Speaker, what principles can we put in place? What principles are there? The suggestion was that there has to be a strong infrastructure together before we even try. That is so unfair. If an individual were to go to Central America and look at some of the issues that countries such as Guatemala, El Salvador, and Honduras deal with, they would see the things they have managed to do and what they are asking of Canada.
