Privilege  Mr. Speaker, the member mentioned right and wrong. This is day seven. We have been discussing this for seven days in the House and essentially we have agreement. I know on the Liberal side all Liberal caucus members agree and I think all members in the House agree that unfettered access for MPs is extremely important.

Privilege  Mr. Speaker, referring to new members being surprised, I actually am surprised. I am surprised by the antics of the other side of the House over this issue. Let us just summarize what is happening here. We are all in agreement that unfettered access for members of Parliament is critical.

Privilege  Mr. Speaker, with all due respect to the hon. member, there was some wandering there from the question at hand, but perhaps that is what happens when they talk to a question of privilege for seven days. The point I would like to make is this. We all agree that we can clearly do better, and this is really a balance of the security—and I want to acknowledge the amazing security personnel we have here on the Hill who work very hard to keep us safe; we appreciate that and we want to thank them for their good work—and at the same time ensuring members get to the House safely in a timely manner, as security wants.

Privilege  Mr. Speaker, I commend my colleague for his comments. He is always well-researched and articulate, and I commend him for that. However, when we are representing what other parties are putting forward, it is very important that our representation be very accurate. That is the part I want to get to today in my question for the hon. member.

Committees of the House  Madam Speaker, there are a number of things the member has raised. Let me first say that, unfortunately, debate cannot take place when the bells are ringing, and that occupies a lot of time. We are talking about 30 minutes for the bells. Second, with respect to the Prime Minister answering questions, the whole point of this motion is to have a discussion to determine how we can efficiently use our time.

Committees of the House  Madam Speaker, on the first point about the Prime Minister, I would say that I am proud of our Prime Minister for going across the country for open mics. Those open mics are not supplementary. They are in addition to what the Prime Minister does in this House. They are in addition to the questions he is being asked and is responding to in this House.

I served as a lawyer for six years, and following that, I had the privilege of serving as a chaplain to a community for 20 years. I love the idea of serving.

Post-secondary Policy Forum Challenge  Mr. Speaker, our democracy thrives when each new generation produces thoughtful leaders and thinkers. Today I am pleased to announce that five students from McMaster, which is a world-recognized institution in my home town of Hamilton, have won the Minister of Finance's post-secondary policy forum challenge.

Karam Kitchen  Mr. Speaker, in February 2014, Hamilton City Council passed a motion declaring itself a sanctuary city. Since then, Hamilton has opened its arms and its resources to Syrian refugees. I am very proud today, on International Women's Day, to share a success story with this house.

Preclearance Act, 2016  Mr. Speaker, the government House leader is keenly interested in tourism and supporting tourism in our country. Tourism alone, including 12.5 million overnight travellers from the U.S., accounted directly for $35.5 billion of Canada's GDP and over 600,000 jobs. It is this pre-clearance that encourages tourism, that makes it easier, and makes those travelling have a pleasant experience.

We do have an agenda where we want to ensure that legislation is carefully considered, and this legislation has been carefully considered.

Preclearance Act, 2016  Mr. Speaker, I am pleased to continue our second reading debate about Bill C-23, legislation that gives us the opportunity to provide faster, charter-protected travel for Canadians. These crucial updates to the pre-clearance framework would enhance security, improve cross-border flow, and produce substantial economic and travel benefits for Canadians.
