Questions Passed as Orders for Returns  With regard to the Efficient Grain Dryer Program announced by the government on February 10, 2020: (a) what is the projected cost to administer the program, broken down by type of cost; and (b) how many employees or full-time equivalents at Agriculture and Agri-Food Canada have been assigned to administer the program?

Natural Resources  Mr. Speaker, the agriculture minister was not standing up for farmers before and she is not standing up for farmers now, and we know why. It is because she was too busy ensuring that Canada's oil and gas workers remain unemployed by opposing the Teck Frontier mine at cabinet. Her focus should have been reopening lost trade markets, removing the carbon tax from farm fuels, addressing the processing capacity for Ontario ranchers or removing illegal blockades, things that actually would have had an impact on Canadian agriculture.

Business of Supply  Mr. Speaker, my colleague talked about the Liberals being asked for their infrastructure plan and the discovery that the plan did not exist. With these frightening ripples going through not only Canadians but global investors, I want to talk briefly about the $20-billion Teck project and Warren Buffett pulling out of the Quebec LNG project.

Business of Supply  Mr. Speaker, what my colleague is missing is that these contracts come up on an annual basis. This is a contract that he could have had, but because of being now uncompetitive, he is no longer able to compete on the global market. The carbon tax is being passed on to agriculture, which is a price taker at the ground level on farmers.

Business of Supply  Mr. Speaker, the question is really a root cause of where we see a problem within Canada. The Liberals do not look at Alberta as already having one of the most diversified economies in this country. To say that we rely only on energy, I would invite the member to come to my riding where I have more than 500 wind turbines, two of the largest solar farms in the country and one of the richest agricultural areas in Canada.

Business of Supply  Mr. Speaker, I do not think there is any question that this is not something that just occurred overnight. We have seen the slow erosion of Canada's economy for several years. In agriculture specifically, trade disruptions and lost markets due to political bungling, like the trip to India, have cost Canadian agriculture more than $5 billion in lost trade.

Business of Supply  Mr. Speaker, I will be splitting my time with the member for Mégantic—L'Érable, a great cleanup hitter for my time today. I find it interesting when the Liberals comment during this debate and say we are adding too much work for the government by asking for transparency and clarity on some of these issues.

Agriculture and Agri-Food  Mr. Speaker, last fall farmers in my riding and across this country endured the harvest from hell, and then they had the carbon tax, the CN rail strike and trade issues. Those producers who were able to get their crop off are now facing illegal blockades, preventing them from even selling those commodities, putting them in a serious cash crunch this spring.

Carbon Pricing  Mr. Speaker, the carbon tax is bankrupting Canadian farmers across the country and the numbers are only going to get worse unless something is done. Ontario grain farmers paid $12 million in carbon tax last year just to dry their grain. The carbon tax will cost hog farmers $22 million by 2022.

Public Safety  Madam Speaker, this proves my point that this is not a top priority for the Liberal government. I was not asking for a history lesson on Canada's railway system. Let me put this in perspective. Every day these blockades are in place costs Canadian grain farmers $9 million. Let me put this into a different perspective.

Public Safety  Madam Speaker, it is an opportunity for me to rise today and build on a question I asked last week with regard to the illegal blockades and the ramifications they are having on Canada's economy, but certainly specific to Canadian agriculture. I want to reiterate that this is a critical situation.

Agriculture and Agri-Food  Mr. Speaker, the agriculture minister talks about rule and trade, but we cannot trade if we cannot move our product. The government is not even standing up for the laws right here in Canada. This is a crisis, and every day it goes on it hurts our farmers even more. The propane shortage right now is critical.

Royal Canadian Mounted Police Act  Mr. Speaker, it is a pleasure to speak to this important legislation. It is also important that we highlight some of the issues that go along with this piece of legislation. It is about empowering the RCMP and empowering the CBSA, which has been kind of an interesting topic over the last several weeks as we talk about empowering the RCMP.

Natural Resources  Mr. Speaker, Canada's economic future must be in our own hands. The Liberal government cannot listen to a few out-of-touch elites who are intent on shutting down Canada's energy sector. A group of Noble Prize winners has written to the Prime Minister asking the Liberals to deny the Teck Frontier mine in Alberta.
