Business of Supply  Mr. Speaker, I am pleased to rise today to speak to the opposition day motion brought in by my colleague, the member for Selkirk—Interlake—Eastman, which indicates that the government has been very ineffective with respect to the care and due diligence of this nation. In particular, I want to say that damaging Canadian industries and diminishing Canadian economic stability, as he has pointed out in his motion, are certainly things that we care about every day in the House.

Petitions  Mr. Speaker, I wish to present two petitions to the House today, both dealing with the same issue. They are signed by hundreds of constituents from my constituency as well as neighbouring constituencies, and a few from across Canada. The petitioners request that Parliament pass a resolution to establish measures to stop the Chinese Communist regime crime of systematically murdering Falun Gong practitioners for their organs.

Taxation  Mr. Speaker, I want to commend the member for at least listening to farmers. The Liberals brought this forward in the budget, and the discussions were, as the member said, to end on May 24. It is a very difficult time across all of Canada for people to put their ideas forward, in the middle of spring seeding.

Taxation  Mr. Speaker, it is my pleasure to rise tonight to speak on a related issue to Bill C-44 that we spoke about today in the budget discussions. Tonight I want to speak specifically about the deferred cash ticket purchase system that farmers in western Canada have used for generations to help manage their affairs.

Firearms Act  Mr. Speaker, I appreciate the opportunity to rise in the House to debate Bill C-346, an act to amend the Firearms Act, and to perhaps straighten out some of the misconceptions that have been put on record today by the third party and the parliamentary secretary. The legislation was introduced by my Conservative colleague, the member of Parliament for Prince George—Peace River—Northern Rockies and at this time I would like to thank my friend, now my seatmate, for his work in supporting Canada's firearms owners and for bringing common sense forward as a solution that I know many have long called for.

Agriculture and Agri-Food  Mr. Speaker, the Liberals were warned by pork producers that weakening the biosecurity measures would spread the PED virus and put the livelihood of farmers at risk. It turns out that due to the Minister of Agriculture and Agri-Food's lack of action, there has now been another confirmed case of PED, the ninth this month.

Criminal Code  Mr. Speaker, I thank my colleague for his assurances that it is in the bill, that they will be looking at the costs to municipalities, police forces, and others. The Liberals have not assured the police societies of Canada yet that the bill will do that. There are many questions left outstanding in the public.

Criminal Code  Mr. Speaker, I thank my colleague for her concern and for her idea that this only be allowed to be used in homes. I do not think that is a reference to the medical consumption of marijuana. As I said in my earlier remarks, if we are naive enough today to think we can keep it in homes, or people are not already intoxicated, or have imbibed, or have already consumed marijuana, or are in vehicles, we are kidding ourselves.

Criminal Code  Mr. Speaker, I rise this evening to take part in the debate on Bill C-46, which would amend the Criminal Code and make other consequential amendments to various other acts. Like many members in the House this evening, I have been following this legislation with great interest since it was tabled and I know that Canadians are also following it in the media.

Government Appointments  Mr. Speaker, Ms. Meilleur, in testimony on May 18, said that she had talked to Gerald Butts about being a senator or a commissioner. Today in the House, the minister claimed that never happened. Will the minister now apologize for misleading the House?

Public Service Labour Relations Act  Mr. Speaker, my hon. colleague is bang on. Of course this is about the right to vote, and we want to ensure that we maintain that right at every opportunity for unionization in Canada. It is not just about this, either. One of the senators, a former Liberal senator and former RCMP officer, noted during his remarks in the Senate that the bill excluded from the collective bargaining processes a number of processes, and those are what he put in there: law enforcement techniques, transfers from one position to another, appointments, appraisals, probations, demotions, discharges.

Public Service Labour Relations Act  Mr. Speaker, I believe we are short of RCMP members across Canada. The previous Conservative government tried to deal with that. There is a shortage still in most provinces. However, whether or not the person who sent the letter to the member is in a union or not is not the question we are dealing with here; it is how that union is chosen and how those RCMP officers have the right to choose their own mechanism for being within a union or not.

Public Service Labour Relations Act  Mr. Speaker, that is a prime example of why people are wrong when they say that all political parties are the same. Only a Liberal would think it would be limiting the rights of individuals by giving them a free choice on a secret ballot to vote to belong to a union. It is devastating that the parliamentary secretary can actually stand there with a straight face and say that the Conservatives were limiting the freedom to have a secret ballot in the first place.

Public Service Labour Relations Act  Mr. Speaker, I know that the member for Elmwood—Transcona has done a lot of work in this area. He also recognized that it took an awful long time to get the bill back to debate here in the chamber and that the Senate did good work in providing this clause bringing it back to having a secret ballot, because members felt it was important.
