Science  Mr. Speaker, constituents in my riding of Guelph, like Pierre Fogal, who leads the PEARL research station, have been working on climate change research initiatives for many years, accumulating data for longitudinal studies. Climate science in the Canadian Arctic plays an important role globally in monitoring the effects of climate change.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I almost never have a conversation without innovation coming up in some way, so I appreciate the member coming at this from this angle. Innovation in Guelph and innovation elsewhere includes social innovation. Through the investments our government is making, we see a social innovation that is contributing to our economy, to our environment, and developing social benefits for all Canadians.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, when we participate in international activities, such as the infrastructure bank, and we are setting up an infrastructure bank within Canada to also attract international investment, it makes us participate in the investment of world development, both in Canada and abroad.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, the member's question looks at how we work as a country together. Because physicians serve our communities in so many ways and they give so much to our communities, how do we ensure our communities are there for them when they need them as well? When we look at tax fairness and tax inequities in our system, we will be helping their patients, developing communities, increasing the economy, and helping them to continue to contribute to Canada, which they do in such a great way.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I am thankful for this debate in the House tonight, for the government bringing forward budget 2017, and now for Bill C-63. The government's actions are in line with and directly support the four initiatives of the Guelph and Wellington poverty elimination task force, by looking at the four areas of income inequality, affordable housing, food insecurity, and health inequities.

Budget Implementation Act, 2017, No. 2  Mr. Speaker, I thank the hon. member across the way for his intervention today, and for giving us the letters T-I-R-E to consider and to remember the points he has given. It always helps when in a presentation to have something to refer to. My question is whether the TIRE was flat or not, and whether maybe we did not get economic growth with $150 billion in increased debt in the country.

The member has done a lot of work with immigrants in her community. Could the member comment on how these changes we are putting forward will help immigrants in her community?

Federally Funded Health Research  Mr. Speaker, it is my pleasure today to support the private member's motion that is being brought forward by my friend, colleague, and neighbour down the way on federally funded health research. This study will be focusing on lowering drug costs, but also looking at increasing access to medicines in Canada and around the world.

I am particularly interested in the working income tax benefit we are announcing. Seventy per cent of Canadians living in poverty are working.

Transportation Modernization Act  Madam Speaker, YKF will become active again, coming to Ottawa I am hoping in the near future. It is interesting to note that with respect to the passenger bill of rights, on one hand we are criticized for putting too much into this legislation, and on the other hand we are criticized for not putting everything we could into it.

Transportation Modernization Act  Madam Speaker, there is a third rail line, the Guelph Junction line, that also has some shunting yards that move freight between the two major carriers in Canada. This legislation would open up the opportunity for international investors to see a more efficient network to invest in and attract the capital that we need to pay for the tracks that have to go in to do the dual tracking between some of the major centres in Canada.

Transportation Modernization Act  Madam Speaker, if we were able to have low-cost carriers in London and in Hamilton at YKF, that would take a large load from Pearson and it would take a lot of traffic off the 401. A lot of our traffic now goes to Buffalo because it is easier to fly out of Buffalo, so the greenhouse gas emissions in our area would be reduced.

Transportation Modernization Act  Madam Speaker, it is my pleasure to rise to address the House today on Bill C-49. We have covered a lot of ground in the debate today. The word “omnibus” has been used by both the official opposition and the NDP to describe this bill. The vision that came from committee and the minister is that this bill reflects the nature of transportation.

Transportation Modernization Act  Madam Speaker, thinking of the prairies, where I came from, transportation every year seemed to have less and less choice. Rail companies were pulling out of small towns. Airlines were pulling out of small airports. We did not have access to the travel options that we used to have back in the 1960s and 1970s.
