Business of Supply  Madam Speaker, I thank my hon. colleague for his excellent speech. In my view, if the government really wants to avoid an election during the pandemic, it needs to have a plan to get us out of the pandemic. It does not have one. What does the member think the government should do?

Business of Supply  Madam Speaker, I want to thank my colleague for an amazing speech as always. I thought she made a very good point about how the government is trying to shame the opposition today for holding the government to account by bringing up the number of times it voted against a confidence motion, when the government has failed to work with other parties to come up with legislation that is good for Canadians.

Business of Supply  Madam Speaker, I would like to thank the minister for giving me an opportunity to speak to Bill C-19, because after four hours of debate, the government shut down the debate on it so it could get the bill to committee. However, the Liberals on the committee are filibustering, so the committee cannot get to that legislation.

Enbridge Line 5  Mr. Speaker, today is the day Governor Whitmer has ordered Enbridge Line 5 to be shut down. Yesterday, chambers of commerce in Canada and the U.S., our government, trade unions and affected states filed briefs of support in the court case to show support for keeping the line open.

Committees of the House  Madam Speaker, the parliamentary secretary wanted to know what the Conservatives have done. I have done an email and letter-writing campaign to Governor Whitmer with all the stakeholders; brought petitions to the House; and participated in the lobby. However, despite all the government's words about how it will do everything politically, legally and diplomatically possible, here is the crux of the matter: Within less than 24 hours, the legal brief of support for the court case on Line 5 will be due.

Canada Elections Act  Madam Speaker, certainly we want to do everything we can to protect workers and voters in this election should it occur during a pandemic. One thing we know is that we would likely see more mail-in ballots, and the members correctly have pointed out there are some provisions in the bill.

Canada Elections Act  Madam Speaker, it is a total surprise and unbelievable that after four hours of debate the government would be rushing this legislation, which is about our tried and true democratic process. We have heard others say that the Liberals tabled the legislation before waiting for their own recommendations from the PROC committee, and now, after four hours, they are shutting down debate so they can get the bill to committee, the same committee that has been filibustered by the Liberals for 40 hours or more to hide the fact that the Prime Minister prorogued Parliament to cover up his involvement in the WE Charity scandal.

Natural Resources  Mr. Speaker, the deadline to submit a brief of support to keep Enbridge’s Line 5 open is in just four days. The Canada-U.S. committee unanimously recommended this action, and the Natural Resources Minister said last night that he would take every action diplomatically and legally to keep Line 5 open.

Canada Elections Act  Mr. Speaker, one thing that is of concern is the assertion on the part of the government that somehow the Conservatives are delaying this. Could the member comment on that?

Canada Elections Act  Mr. Speaker, that is exactly the clarification that is needed. However, my worry is that in discussion with several returning officers, who had already been trained on this legislation even before it had been discussed in the House or amended at committee, they are under the impression that they will be able to count any ballots that come in on Tuesday.

Canada Elections Act  Mr. Speaker, certainly when it comes to scrutineering and we think about trying to keep six feet of distance, one of the difficulties would be to be able to see the ballot. Are we going to have to do something in terms of hooking up cameras on the process and having viewing screens?

Canada Elections Act  Mr. Speaker, having those polling stations at colleges and universities improved student turnout. However, I was a bit alarmed when I talked to my own returning officer and heard that they had taken a decision that they were not going to do that in this election. I wonder whether that is common across the country or is just specific to my riding.

Canada Elections Act  Mr. Speaker, I thank the member for her question. The committee heard witnesses speak on long-term care homes. They indicated they would like a shorter voting period, which Bill C-19 does not provide for. I therefore believe that we should make an amendment to provide for as short a voting period as possible in long-term care homes.

Canada Elections Act  Mr. Speaker, I thank my colleague for her question. I think it is a good idea to have more polling stations. Since churches hold services on Sunday mornings, we might have to add some morning time slots, around 9 a.m., or afternoon time slots, around 2 p.m. Those are all things we need to think about in order to have a lot of choices regarding polling locations.
