Firefighters  Mr. Speaker, mischief and theft related to firefighting equipment are serious offences that can cause danger to the lives of firefighters and the Canadians they protect. I have introduced a private member's bill, Bill C-365, to establish clear deterrents for these offences to protect firefighters, who are on guard 365 days a year.

Firefighting  Mr. Speaker, this past Tuesday, debate on my private member's bill, Bill C-365, began. I thank all members who contributed to the debate. Bill C-365 proposes support for Canadian firefighters who stand ready to answer the call of duty 365 days a year. Firefighters depend on their equipment to do their job, and Bill C-365 seeks to provide specific denunciations and deterrence of mischief or theft related to firefighting equipment.

Criminal Code  Mr. Speaker, indeed, this question came up during the research on this bill. We were asked this by firefighters a couple of different times. What we have determined is that the definition of firefighting equipment would rely on the principles of statutory interpretation within Canadian law and that each case would likely have to be determined in the courts as to what constitutes firefighting equipment.

Criminal Code  Mr. Speaker, I did do a lot of research on the bill. There are many cases across Canada of theft of firefighting equipment or damage to it. In fact, less than two weeks ago I had fire chiefs from New Brunswick in my office. They were here on their lobby day on the Hill. We discussed their concerns about legislation and so on.

Mr. Speaker, I rise today to speak to my private member's bill, Bill C-365, an act that seeks to amend the Criminal Code of Canada in relation to mischief or theft of firefighting equipment.

Report Stage  Mr. Speaker, I thank the member for his eloquent speech. There was a little humour thrown in, but it had some very hard-hitting points. We obviously cannot fit all the points into a 10-minute speech. Unfortunately, the government has called for time allocation, and so we are not going to be able to speak fully on this and put forward the concerns we are hearing from our constituents.

Questions on the Order Paper  With regard to the Atlantic Fisheries Fund, since November 4, 2015: (a) what are the details of all grants and contributions made from the fund, including for each the (i) recipient, (ii) amount, (iii) project description, (iv) type of contribution (repayable grant, loan, etc.), (v) location of recipient, including municipality and province; (b) what is the total amount which has been paid out from the fund, broken down by province; and (c) for all grants and contributions from the fund which were paid out to a recipient outside of Atlantic Canada, what is the rationale for how that recipient qualified for the Atlantic Fisheries Fund?

Transportation Modernization Act  Mr. Speaker, I would like to thank the member for Yellowhead for his speech on this and his knowledge about travel around this country. We have heard how this bill is not complete. There is so much that is being left to regulation and total power within the minister's discretion of how the regulations are passed.

Oil Tanker Moratorium Act  Mr. Speaker, this is just another example of the Liberal government not wanting to hear legitimate criticism. Limiting the debate on this issue to only a few members in this House does not give fair representation to the members from British Columbia, from Alberta, from Saskatchewan, or from the rest of the country to even present their position.

Public Services and Procurement  Mr. Speaker, the Liberals' incompetence on reform of the public service pay system has now put public safety and public interest in jeopardy. Canadian Coast Guard vessels in Newfoundland and Labrador remain docked, because coast guard personnel have not been paid. Nineteen months after launching the Phoenix pay system, the Liberals have yet to fix the problem they implemented.

Mr. Speaker, it is an honour today to table my private member's bill, Bill C-365, an act to amend the Criminal Code regarding firefighting equipment. This bill would amend the Criminal Code to establish specific penalties related to the theft of firefighting equipment.

Oceans Act  Madam Speaker, my colleague was challenged a moment ago about what the Conservatives had done in only designating 1% of the coastline or oceans areas as protected. There is far more than that protected under fisheries closures and so on. For some of the areas being announced now, the process and method by which those have been identified have been going on for a long time.

Oceans Act  Madam Speaker, I had the honour of sitting with the member for a short while on the fisheries committee as a deputy under him. We did some travel to the Maritimes last year. Could the member explain those consultations a little more, including what we heard from fishermen, how they need to have input into the fisheries programs, the possible closures that could help and the possible closures that are in place and maybe need to be removed, and how fishers need to be able to provide that input?
