Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I thank my colleague for the question. In my opinion, the government has a plan, but it lacks long-term vision. It presented 45 or 48 recommendations shortly before Christmas. However, there was nothing binding. We are at the point where we need binding measures if we want to meet our climate targets.

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, a federal bill that paves the way for real government accountability in the fight against climate change is very urgently needed. I would be shocked if there were still elected members in this 43rd Parliament who would deny that the climate crisis will affect the entire planet in this century if governments do not legislate appropriately.

National Framework for Diabetes Act  Madam Speaker, some diseases quietly besiege their victims and can eventually compromise their health and threaten their very survival. Diabetes is one such disease. More and more people are aware of diabetes because a growing number of Canadians and Quebeckers are being diagnosed with it.

We share some of the criticisms of the government, particularly when it comes to the late delivery of vaccines after three months of hesitation and the growing number of variants due to poor border control.

Business of Supply  Madam Speaker, I would like to take this opportunity to salute my colleague and fellow member of the all-party juvenile diabetes caucus. The vaccination rollout did not get off to a good start, but we do believe that the government will meet its goal of vaccinating the entire population by the end of September.

Port of Montreal Operations Act, 2021  Mr. Speaker, I thank my colleague. That was not so much a question as a comment. As he said, the right to strike is guaranteed by the courts and is a fundamental freedom that cannot be taken away except in cases of extreme necessity. In this case and in the cases the member mentioned, it seems the government wanted to systematically shut down workers' right to strike.

This morning, the member for Beloeil—Chambly proposed a solution that was so simple that I wonder why no one had thought of it before. The union's hands are tied. The government could simply reach out to the management side.

We have a Prime Minister who did not act and could not pick up the phone. As for the member for Beloeil—Chambly, he did phone Mr. Murray and really listened to what the Parliamentary Secretary to the Minister of Labour had to say.

Port of Montreal Operations Act, 2021  Mr. Speaker, I thank my colleague for his question. The government is eroding workers' rights by preventing them from exercising those rights. This is not the first time. I would like to point out that, in 2018, the government did the same thing to the postal workers' union. Workers were not even allowed to strike.

Port of Montreal Operations Act, 2021  Mr. Speaker, I wish to inform you that I will be sharing my time with the hon. member for Joliette. I sit here and wonder what we are doing here tonight. Why exactly are we here, when the Prime Minister has had all day to do what needs to be done? Despite the late hour, the Bloc Québécois will not give up, nor will I, when faced with the absolute necessity of denouncing the government's intention to pass special legislation forcing workers back to work at the Port of Montreal.

Proceedings on a Bill Entitled An Act to Provide for the Resumption and Continuation of Operations at the Port of Montreal  Mr. Speaker, I thank the member for Louis-Saint-Laurent for his speech. Rather than talking about unionized workers, I will focus on employers. Is the member aware that, from the moment an employer learns of the government's intention to introduce legislation, they will no longer negotiate because there is no longer any incentive to do so?

Proceedings on a Bill Entitled An Act to Provide for the Resumption and Continuation of Operations at the Port of Montreal  Mr. Speaker, I thank the minister for her speech, but I disagree with her claim that the government did everything it could. Certain sections of the Canada Labour Code would have allowed the government to intervene in special circumstances. For example, the government could have forced mediation and the arbitrator would have issued a ruling.

The Budget  Mr. Speaker, I listened closely to my colleague's speech, in which he talked about my favourite topic: the environment. Canada has the highest greenhouse gas emissions per capita in the G20. On the one hand, the government allocates $17.6 billion in the budget to the green recovery, and, on the other hand, it spends $17.1 billion on the TransMountain pipeline.

The Budget  Mr. Speaker, I thank my colleague for his speech. My question is about the budget more generally. The government wants to impose standards in long-term care facilities and seniors' homes, but it seems to me that, before it can impose standards, the government should be setting a good example.
