Criminal Code  Mr. Speaker, it is clear that the hon. member is very passionate about life, and that certainly comes through in what he has said. I want to ask the member about his comments with respect to the Supreme Court. He seems to believe that the Supreme Court needs to defer to the will of Parliament.

Business of Supply  Mr. Speaker, I am very pleased to answer my friend and colleague. I will answer him in a less aggressive tone. Frankly, I believe that the Conflict of Interest and Ethics Commissioner already answered that question. She said that the rules have not been broken. My colleague maintains that the rules were broken, although the Conflict of Interest and Ethics Commissioner told his own colleague the opposite.

Business of Supply  Mr. Speaker, I believe I have a limited amount of time to speak in this debate, probably not as long as the hon. member for Eglinton—Lawrence used in the questions and comments period. However, that is good, because to be honest, when I was first elected to Parliament, I did not really expect to be speaking in debates such as this one.

Air Canada Public Participation Act  Madam Speaker, that is true. I was a mayor in the region of Montreal. Since the forced mergers in 2001, the MUC has not existed in that name, so technically we would certainly want to amend the law for that reason. As I mentioned in my speech, the situation has changed in 27 years.

Air Canada Public Participation Act  Madam Speaker, what the Prime Minister was speaking of was a deal with a foreign country, where Canada's reputation abroad is at issue. We are talking now about amending the law. There was no signed agreement related to the federal government adopting a law. These were terms laid out by the federal government at the time.

Air Canada Public Participation Act  Madam Speaker, I thank my colleague from Sherbrooke for his question. That is precisely why we should all support this bill, so that it can be examined in committee, where he and his party could propose an amendment in that regard. Personally, I am quite pleased to see that the environment has changed since 2012.

Air Canada Public Participation Act  Madam Speaker, it is my great honour to rise in the House today to talk about the changes to the Air Canada Public Participation Act. The bill is very short, and I do not suppose that much of it is controversial. For example, I do not think that the changes with respect to the City of Mississauga, the Montreal Urban Community, known as the MUC, the City of Winnipeg, Ontario, Quebec, and Manitoba are controversial.

Air Canada Public Participation Act  Mr. Speaker, I had always been of the belief that the Conservative Party stood for free enterprise and stood for Canadian companies, private companies like Air Canada, that needed to be able to compete with our international competitors, including U.S. companies that have recently been restructured.

Air Canada Public Participation Act  Mr. Speaker, as a member of Parliament who comes from Montreal, I am very pleased that the Air Canada head office would continue to have to remain within the Island of Montreal. I would like to ask the parliamentary secretary whether or not she believes that, for the foreseeable future, both the requirement to keep the head office in Montreal and the official bilingualism requirements of Air Canada will remain in place.

Tax Avoidance  Madam Speaker, I have a question for my colleague. I appreciate his passion for this matter. We are talking about Barbados, but we have tax treaties with about 114 countries. Other countries, like Panama, are also tax havens. If we adopt the resolution as it stands and agree to crack down on subsidiaries in Barbados, what will happen to all the other Canadian companies that have subsidiaries elsewhere?

Canadian Heritage  Mr. Speaker, the government recently announced plans to invest heavily in arts and culture. That includes keeping its promise to double funding for the Canada Council for the Arts by 2020. Can the minister explain how this investment in the Canada Council for the Arts will benefit not just artists but all Canadians?

Public Service Labour Relations Act  Mr. Speaker, I want to take this opportunity to thank the hon. member for Yellowhead for his service in the RCMP and protecting Canadians for, I believe, 32 years. That is very impressive. I appreciate the comments by the hon. member and the fact that at committee there has to be serious discussion about a secret ballot versus the card system.

Federal Public Sector Labour Relations Act  Madam Speaker, I congratulate my colleague from London North Centre for his excellent speech. I also want to salute the RCMP. All of us on this side of the House, and throughout the House, care about the men and women in the RCMP. Whatever our perspectives are on this law and the flaws or merits to it, we all agree that the RCMP does a great job.

Business of Supply  Mr. Speaker, I want to thank the hon. member for Durham for his fine defence of religious liberties. I want to congratulate him as well, for having congratulated the government on how we handled the Syrian refugees, and pointing out that many, if not most, of the people who came from Syria were fleeing religious persecution.
