The Budget  Mr. Speaker, at various times in his remarks, the member mentioned Canadians living with disabilities. The signature item that Canadians living with disabilities have been waiting for from the government for some time now is the Canada disability benefit. At one point, the government had signalled to this place that it was ready to move on that.

The Budget  Mr. Speaker, I talked a little earlier about the polarizing nature of political debate. In the last week or so, there has been a tendency to think one is either on board with spending 2% of GDP on defence spending, which would represent about $25 billion a year every year going forward, or one is not in favour of any defence spending at all.

The Budget  Mr. Speaker, it is a pleasure to get such a thoughtful question on housing policy. I think the issue I have with that and that I am concerned about is that, in the absence of an aggressive initiative by the government to address the financialization of housing, efforts like this to make a little bit more cash available to first-time homebuyers are just going to get eaten up in the bidding process.

The Budget  Mr. Speaker, on the question of the Canada disability benefit that the Liberals promised in the last Parliament and promised again in their platform, I was hoping to see something on that. It was not an item we appeared able to get into the agreement, but it is something we really do need to move forward on quickly.

The Budget  Mr. Speaker, I think I would be more inclined to see it in that light, first, if we recognize that indigenous people are a large and growing segment of the Canadian population, particularly in Manitoba where I am from, and that we need to invest in indigenous people. We need to make sure they have the housing they need so that they are not concerned about overcrowding where they live or mould in their homes while they are trying to get an education so that they can participate in the labour market.

The Budget  Mr. Speaker, I am pleased to rise today to participate in the debate on the budget. I am sure it will come as no surprise to members in the chamber that I have a lot to say on the subject. It is an interesting budget, indeed. Lest I be accused of burying the lede, I want to start by saying that I think the most important element of the budget is the new dental care plan.

Taxation  Mr. Speaker, two new reports this week show that while Canadians are struggling to put food on the table, big corporations in the grocery business are padding their pockets with record profits. Cargill alone reported $5 billion in net income in 2021, over double its net income from just last year.

The Budget  Mr. Speaker, the minister has heard from hundreds of experts who have told her that carbon capture, utilization and storage is “neither economically sound nor proven at scale, with a terrible track record and limited potential to deliver significant, cost-effective emissions reductions”, yet despite the IPCC just releasing another damning report about the state of the climate crisis, carbon capture and storage is the cornerstone of the climate efforts in the budget.

Encouraging Growth of the Cryptoasset Sector Act  Madam Speaker, my thanks go to the member for Calgary Nose Hill for bringing this bill forward. As others have mentioned, I think this is a really important discussion. Whether we would like it or not, whether people want to be boosters of the industry or critics of it, there is no doubt that this industry is growing, that it is significant and that it is beginning to play a significant role in a number of different financial affairs in a number of different ways.

Business of Supply  Madam Speaker, following up in that vein, last week we were debating a Conservative motion that called for no new taxes and a return to balance. Today, we are talking about a motion that would represent about $30 billion, give or take, in new spending. I am just wondering about what we often hear from Conservatives.

Bankruptcy and Insolvency Act  Madam Speaker, I am pleased to rise today to speak to Bill C-228, because it is a bill that grapples with a very important and long-standing issue in Canada's bankruptcy laws. For far too long, Canadian workers who have had the company either that they work at or used to work at go into bankruptcy have seen their retirement plans and their pensions up for grabs as part of insolvency proceedings.

Bankruptcy and Insolvency Act  Madam Speaker, I want to thank the member for Sarnia—Lambton for bringing this forward for debate. I am looking forward to providing more remarks on the bill later. In respect to some of the provisions around the Pension Benefits Standards Act, some of the concerns that have been raised around those provisions have to do with the ability of an administrator.

Points of Order  Mr. Speaker, I am rising on a point of order in relation to a term that I think may have been used in question period and certainly featured prominently in debate earlier this morning. It caused me to reflect on the nature of unparliamentary language, as described in House of Commons Procedure and Practice, which reminds us that the most important factor is whether the remarks create disorder in the chamber.

Opposition Motion—Federal Budget  Mr. Speaker, the member for Saanich—Gulf Islands makes an excellent point. In fact, I think in my lifetime alone, I have seen long weekends have a bigger impact on the price of gasoline than the carbon tax. We know that oil and gas companies are prepared to raise the price at the pump for just about any reason, and sometimes for no reason at all.

Opposition Motion—Federal Budget  Mr. Speaker, I thank the hon. member for returning to one of the points I made in my speech, which is the idea of public investment and the ways in which the public can get a return on investment from public spending. Child care is a very good example. It is well documented that investments in child care can help grow the economy, and one of the by-products of growing the economy is an increase in government revenue.
