We understand very well that Alberta has been hit very hard this year and there have been serious job losses. That is why, as a government, we have responded to that reality.

Disaster Assistance  Mr. Speaker, we are aware, as are all members of the House, of the impact these fires are having on the people of northern Alberta. The Government of Canada, through the leadership of the Minister of Public Safety and Emergency Preparedness has found a way to assemble all of the resources of the Government of Canada in a unified effort, with the Government of Alberta and with Canadians who have given to the Red Cross, matched dollar for dollars by the Government of Canada, because we know what our responsibilities are.

Oil and Gas Industry  Mr. Speaker, the eyes of the country are on northern Alberta, and so many of us are looking at those who have lost their livelihoods and lost their homes. We also realize that the oil sector has been impacted to about 1.5 million barrels a day, which is having an impact, but not on prices and not on supply because of the situation in the North American market.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, there will be a panel of ministerial representatives appointed very soon. Their responsibility will be to consult with indigenous and non-indigenous communities up and down the line. The member I am sure is aware of the timetable of the Trans Mountain expansion. The recommendation to government will come from the National Energy Board on May 20, and that will be followed by a seven-month period in which the government will assess the recommendations and ask the ministerial panel to do more meaningful consultation with indigenous communities up and down the line.

Part of the mandate letter from the Prime Minister stated that I was to understand that our prosperity is linked to the natural resource sector. On the subject of consulting Canadians, I have had the pleasure of hosting round table conversations from Halifax to Vancouver.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, the government has made significant investments in renewable energy right across the country. As a matter of fact, the Prime Minister along with 19 other heads of state signed the mission innovation agreement in Paris on November 30 that committed all of those signatory nations to doubling their investments in research and clean growth over a five-year period.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, when we tabled the bill, at the same time, ministers spoke about the need and importance of palliative care across the country. As a matter of fact, at one time I was deputy leader of the Liberal Party in Manitoba and my leader was Sharon Carstairs who then became a member of the Canadian Senate and has led the Canadian conversation about the importance of palliative care.

Natural Resources  Mr. Speaker, we do support the wonderful energy sector in Canada. I have had the pleasure of having conversations with people around the world about Canada's energy sector and they feel very confident that we will get over this dip in prices and emerge stronger. In part, we will emerge stronger because they will know that our regulatory system carries the confidence of Canadians and they will know that in 2016 we must move responsibly to market, and that is what we intend to do.

Natural Resources  Mr. Speaker, it is our objective, as the Prime Minister has said many times, to move our natural resources to market sustainably. The previous government, in spite of $100-a-barrel oil, in spite of all of that representation from western Canada, did not build a single pipeline to tidewater during its majority government from 2011.

Natural Resources  Mr. Speaker, just two days ago, there was a question from a member of the Bloc Québécois. He said that the government was about to impose the energy east pipeline on the people of Quebec. The day before that, there was a member from the Conservative Party who said that the budget should announce its approval of a pipeline, which application has not yet been received by the regulator and without a single community having yet been consulted.

Natural Resources  Mr. Speaker, I have had the pleasure of representing Canada at a number of international meetings and to talk with those who are looking at investments in the energy sector. They all agree that Canada has been and will continue to be a very important international market for energy.

Natural Resources  Mr. Speaker, we understand that the natural resource sector in Canada accounts for 20% of the GDP. We know that Canada's economic future depends on a healthy energy sector. We also understand that in order to ensure that our natural resources move to markets sustainably, we need a regulatory process that has the confidence of Canadians.
