Budget Implementation Act, 2019, No. 1  Mr. Speaker, I am pleased to rise again to speak on the budget. I am not going to talk about the government's betrayal of Canadians with its promise to balance the budget this year. In March alone, we saw a $15-billion deficit. I am not going to talk about how there is next to nothing to support the people in Alberta in this budget, or how this transparent government is actually hiding stuff.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, obviously everyone in the House and all Canadians want all Canadians to be living in safe and secure housing. I have some questions on some of the finance issues. The minister commented that the Liberals have invested $10 billion in housing so far, and $55 billion over 10 years.

Indigenous Affairs  Mr. Speaker, I rise on a point of order arising from question period. The Minister of Environment and Climate Change had commented on the growth in foreign direct investment. I would like to table a report from the OECD, which shows that under the government, it has been negative $166 billion in direct investment since the Liberals came to power.

Privacy  Mr. Speaker, not two weeks ago, at the committee of the whole, the Minister of National Defence stated that journalists' questions to the government would never again be farmed out to private corporations like Irving, which promptly and repeatedly threaten to sue the journalist.

Criminal Records Act  Madam Speaker, my colleague is probably the only person other than me who actually reads departmental plans. I am pretty sure that the Minister of Public Safety does not read them. The member commented on the lack of resources put forward for this. The minister figures that about $2.5 million will be spent.

Criminal Records Act  Madam Speaker, everyone in the House supports legislation that is going to help Canadians, but the reality here is that this is another piece of legislation thrown together and pushed through at the last second without proper consultation. The Liberals' own minister did not mention it once in the Parole Board departmental plan; it is not mentioned in his own departmental plan that the minister signed off on; there is not one extra penny of resources for this, and there are no extra bodies to enable the Parole Board to deliver the services to Canadians.

Criminal Records Act  Madam Speaker, the point about making it automatic was put forward by my colleague, the member for Yellowhead, who had a distinguished career in law enforcement, so I believe that is something the government should look at. However, this is the same government that so bungled the Phoenix pay system, so I worry about what system it would put forward.

Questions Passed as Orders for Returns.  With regard to the recent government mail-out for the Climate Action Incentive payment in the form of a mail card: (a) how many cards were printed and what was the associated cost to print the cards; (b) broken down by province, how many cards were mailed out and what was the associated cost to mail the cards; (c) what are the details of all expenditures related to the mail-outs, including (i) vendor, (ii) amount, (iii) description of goods or services rendered, including quantity; (d) were carbon offsets purchased to offset the production of these cards and, if so, what are the details of any such expenditures; (e) was 100% recycled paper used and, if not, why not; and (f) what is the carbon footprint associated with the production of the cards, including estimated greenhouse gas emissions?

Petitions  Mr. Speaker, I am pleased to present a petition on behalf of several hundred people from my riding that calls on the government to amend the Criminal Code to prohibit Canadians from travelling abroad to acquire human organs, removed without consent, as a result of a financial transaction.

Juvenile Diabetes  Mr. Speaker, for over 40 years, JDRF, the Juvenile Diabetes Research Foundation, has been a global leader in the search for an end to type 1 diabetes through both research funding and advocacy. One of those helping achieve this goal of a cure is JDRF Edmonton youth ambassador Ava Sexton.
