Business of Supply  Mr. Speaker, I thank my hon. colleague for her comments. I want to take this opportunity to add something I forgot to mention. The Canada health transfers to the provinces fail to take into account one aspect of the funding. It is on a per capita basis, but it does not take into account the aging of the population.

If we needed the help of the army, we might need to ask some serious questions. Quebec and Ontario asked for this help.

Business of Supply  Mr. Speaker, it is deeply disappointing, but it comes as no surprise. From the start, we have been lamenting this government's lack of vision and lack of a plan. From the start, it has reacted instead of taking action. It has tried to cure rather than prevent. The House was prorogued and suspended for two months while we awaited the throne speech, which ultimately had no new information.

This morning, I wondered who, among us in the House, could be against that. I said that this motion is about kindness and appreciation because it acknowledges the extraordinary work of everyone working in our health care facilities.

Business of Supply  Madam Speaker, the speech by the Leader of the Government in the House of Commons almost had me in tears earlier, but this time I have to wonder how long it would take me to respond to this crash course on health transfers and all the numbers we were given. Throughout my career, I have had the pleasure and privilege of sitting on all kinds of commissions on health funding, including one in Canada, the most recent being the Romanow commission, but I will not dwell too much on that.

100th Anniversary of the Sainte-Thérèse Women's Organization  Mr. Speaker, December 4 will mark the 100th anniversary of the Cercle de fermières de Sainte-Thérèse, a very important women's organization in my riding. Founded by a group of agronomists under the leadership of Marquise Desjardins, the Cercle de fermières has always been focused on community involvement.

Status of the French Language in Montreal  Madam Chair, I know that I need to ask a question about the speech I just heard, but I want to give a quick preamble. This evening's debate feels like a love-in to me. I do not see Quebeckers as a minority. They are unique. Our common language is French, we are the majority in French, we are unilingual francophones.

Digital Charter Implementation Act, 2020  Mr. Speaker, I would like to ask a question to the member who just spoke. My colleague said that he has numerous concerns that are not being addressed by the bill in its essence. If we take the bill for what it is, and not what it is not, we can see that its provisions currently do not apply to the government.

Digital Charter Implementation Act, 2020  Madam Speaker, Bill C-11 will not protect personal data under the federal government's own jurisdiction. We saw what happened at the Canada Revenue Agency and how easy it is to steal a person's identity for all sorts of reasons. These are outdated tools when it comes to identity and security.

Business of Supply  Mr. Speaker, at least this motion has the merit of putting something very important into perspective, namely our relationship with China. However, I want to repeat our question to the Conservative Party, which has said that it is open to being flexible. The motion proposes bringing forward a plan dealing with a rather complex relationship and doing so within 30 days.

Canada Labour Code  Mr. Speaker, I would first like to say that my party and I will support the principle of the bill. Overall, it is a rather modest bill in the sense that it makes a big difference for workers. It is also modest in the sense that it amends the Canada Labour Code rather than the Employment Insurance Act for employees who are subject to it.

Business of Supply  Madam Speaker, I concur with my dear colleague. In reply to her question, I would say that we must stay focused. Trust is earned. We must always be vigilant. Like others, I would say that we are not confident about the measures implemented, because we have always had to stay focused to ensure that we do not let anyone slip through the cracks.

At least on this side of the House, we all deplored the fact that the House was prorogued in August. In fact, apart from the measures adopted just yesterday to respond with greater flexibility and adaptability to needs, we know that three other measures were dropped.

Business of Supply  Madam Speaker, the problem is not what has been done, but rather what was not done and the delayed action. Let's look at the Canada emergency commercial rent assistance program. It began in April, and we knew it would end in September. We have been repeating since the spring that it was inadequate.

Business of Supply  Madam Speaker, as my colleagues from the Bloc and I have said, we will support the Conservative Party motion since we are convinced that it is high time that the government take action, and above all, change course. The Bloc Québécois has long been calling for effective and productive support by proposing a comprehensive vision that is tailored to the hardest-hit sectors where the needs are the greatest.
