The Constitution Act, 2007 (Democratic Representation)  Mr. Speaker, the hon. member does not understand why even other Canadians will not like this bill. They know that when unfairness is applied to one Canadian, even though they may not be affected by it today, tomorrow the government could introduce something that will be unfair to them.

The Constitution Act, 2007 (Democratic Representation)  Mr. Speaker, my colleague raises an interesting point. It is impossible to avoid that point. The Conservatives know that Ontarians are not warm to their government. They know that Ontarians do not like the Conservatives. Even the Minister of the Environment remembers that. If the government had consulted, had done the studies and had done its homework, it would have disarmed us from any opposition.

It will need to face Canadians in the next election. The Minister of the Environment must remember where his seat is. He will be facing Ontarians in the next election.

The Constitution Act, 2007 (Democratic Representation)  Mr. Speaker, the member does not want to debate the bill. He wants to debate issues of provincial jurisdiction. When the Conservatives table a bill on Ontario I will be happy to debate it. Right now we are debating Bill C-22 and the member from Alberta is in no position to speak up on behalf of Ontario.

The Constitution Act, 2007 (Democratic Representation)  Mr. Speaker, it gives me great pleasure to speak to Bill C-22, the bill that the House leader has just admitted to the public is unfair to Ontario. I will begin my remarks by reading into the record excerpts of letters that my premier, Dalton McGuinty, the Premier of Ontario, had consistently written to the Prime Minister when this bill was Bill C-56.

Questions on the Order Paper  With regard to all permits requested of and issued by the Minister of Citizenship and Immigration in 2006 and 2007: (a) how many applications were received; (b) how many permits have been issued; (c) what was the distribution of the permits issued by federal electoral riding; and (d) what was the distribution of the applications denied by federal electoral riding?

Tackling Violent Crime Legislation  Mr. Speaker, I encourage all Canadians who did not have the opportunity to watch the member's speech to take the time to read it because this was a terrific explanation of what the Conservative agenda is all about. The Conservative Party claims to be tough on crime, yet the Conservatives have yet to fulfill the promise of putting 2,500 police officers on the ground.

Natural Resources  Mr. Speaker, MDS Nordion testified in committee today that it informed senior natural resources officials of the shortage in nuclear isotopes. Guess when? It was on November 22. It conveyed a great sense of urgency and it warned of a global shortage of isotopes, yet the Minister of Natural Resources claims he did not know until December 3 and apparently he did not bother telling the Minister of Health until December 5.

Natural Resources  Mr. Speaker, the more that minister emphasizes the fiasco, the deeper the hole he digs for himself. We learned today that MDS Nordion knew on November 21. We know now that natural resources knew on November 22, but the minister claims he did not know until December 3. We also know that the nuclear medicine industry knew on November 27, yet the Minister of Health claims he did not know until December 5.

It fired the national science adviser, the nuclear safety regulator, and what does it do?

Nuclear Energy  Mr. Speaker, this government does not listen to any experts. Here is one more example. We now know that engineering experts are telling us that this new MAPLE reactor will never be up and running because of major engineering flaws. Understandably, Canadians have no faith in this minister.

Chalk River Nuclear Facilities  Mr. Speaker, the Conservatives' bungling of the Chalk River fiasco has given Canada's stellar record on nuclear safety a black eye. The respected British journal, New Scientist, says Canada is “sending out a dangerous message over nuclear safeguards”. How can the Conservatives expect rogue countries to uphold international nuclear standards when the Conservatives themselves are trampling all over them for cheap partisan reasons?

Chalk River Nuclear Facilities  Mr. Speaker, Canadians do not agree with the firing of the nuclear safety commissioner. Communities that host nuclear reactors do not trust the government when it comes to the nuclear safety regulator. The city council of Kincardine unanimously passed a motion calling on the Conservative government to stop meddling in the independence of the nuclear safety regulator.

Chalk River Nuclear Facilities  Mr. Speaker, the Conservative government has the AECL fiasco backward. The Conservatives fired the nuclear safety regulator for doing her job and protected the minister for failing to do his job. Now the Minister of Natural Resources wants the nuclear safety regulator to have the commercial success of the companies he or she is regulating trump nuclear safety, so I have a question for the minister.
