Questions Passed as Orders for Returns  With regard to the Patented Medicines Prices Review Board (PMPRB) and the proposed amendments to the “Patented Medicines Regulations”, also referred to as the PMPRB Guidelines, since January 1, 2017: (a) how many organizations, advocacy groups, and members of industry or stakeholders have been consulted, both sum total and broken down in an itemized list by (i) name, (ii) summary of their feedback, (iii) date; (b) how many stakeholders expressed positive feedback about the proposed guidelines; (c) how many stakeholders expressed negative feedback about the proposed guidelines; (d) what is the threshold of negative feedback needed to delay implementation of the proposed guidelines as has been done previously in mid 2020, and start of 2021; (e) have there been any requests made by PMPRB executives to Health Canada officials to delay the implementation of the proposed regulations; and (f) how many times were these requests rejected by Health Canada officials?

Questions Passed as Orders for Returns  With regard to reports, studies, assessments, consultations, evaluations and deliverables prepared for the Canada Mortgage and Housing Corporation since January 1, 2016: what are the details of all such deliverables, including the (i) date that the deliverable was finished, (ii) title, (iii) summary of recommendations, (iv) file number, (v) website where the deliverable is available online, if applicable, (vi) value of the contract related to the deliverable?

Government Business No. 10—Broadcasting Act  Madam Speaker, is it not true that the minister's own government tabled Bill C-21, the so-called anti-gun bill? When going after lawful firearms owners, the government sent an email to fundraise off the bill and it has barely moved it forward since then. Is it not true that the minister failed to explain the bill on national TV?

Government Business No. 10—Broadcasting Act  Madam Speaker, I thank the member for Drummond for his first comment. Getting back to the issue of the closure being used right now to force the passage of this bill, the content of the bill is bad for both Quebec and Albertan artists. It will be a bad thing. Our goal here is not to pass a law that will seriously and negatively impact the industry and the people who work in it, like artists and musicians, in all of our ridings.

Government Business No. 10—Broadcasting Act  Madam Speaker, there are a lot of people I call new Canadians who come here from other countries where freedom of speech is not taken for granted because it is a very precious right and privilege. In this House, we should be the guarantors of people's constitutional, natural-born rights.

Government Business No. 10—Broadcasting Act  Madam Speaker, I am pleased to be joining the debate on this bill once again, at a different stage. I am pleased that my colleague from Saskatoon—Grasswood has moved an amendment, so I am going to speak directly to it. It is about sending Bill C-10 back to committee. Members know that he has had a 40-year career in broadcasting, which is probably longer than that of any other member in our caucus.

Business of Supply  Mr. Speaker, the member is absolutely correct: The 1% foreign buyer's tax will do nothing. Every time the Liberals have a public policy problem, they find a new tax, new fee or new levy. That is the way they do things. The underlying issue is bid competitions in large markets, such as the greater Vancouver area.

Business of Supply  Mr. Speaker, I am so glad that the member for Spadina—Fort York caught your eye and you recognized him first. Now I can dispel some of this misinformation. The FTHBI program promised 100,000 Canadians would be helped. It has reached 10% of that, but only those who were approved.

Business of Supply  Mr. Speaker, I would like to thank the member for his question and comment. Housing is indeed a provincial jurisdiction. If the Government of Quebec can negotiate an agreement with the federal government, I do not see a problem, as long as it is similar to the one the federal government signed with the Government of Alberta.

Business of Supply  Mr. Speaker, it is good to see the member in good health, and hopefully his family is doing well. I disagree with him and I disagree with his characterization. I am one of those immigrants who was fortunate enough to come to Canada. Canada took my family in after we were kicked out of communist Poland, so I disagree with him and his characterization of the issue at hand.

Business of Supply  Mr. Speaker, I am happy to be following my colleague from British Columbia on this debate. As many members will know, this is my second Parliament and I have been talking about housing for two Parliaments now. I was a big critic of the first-time home buyer incentive. The member for Spadina—Fort York and I traded barbs over it on the floor of the House.

Canada Labour Code  moved for leave to introduce Bill C-307, An Act to amend the Canada Labour Code (bereavement leave). Mr. Speaker, I am tabling this piece of legislation, thanks to my colleague from Manitoba for seconding it. It is very simple. It would provide eight weeks of unpaid leave under the Canada Labour Code for parents who lose a child under 18, as well as for parents who lose a child over 18, where they qualified for the caregiver tax credit as a dependent person with a disability.

Health  Mr. Speaker, an internal government communication plan from the PMPRB labels patient organizations, such as Cystic Fibrosis Canada and the Canadian Organization for Rare Disorders, as engaging in disinformation. The PMPRB is not accusing these patient advocacy groups of being misinformed or having a difference of opinion.
