Agriculture committee  I was just reading from the Prime Minister's mandate letter, bullet point number two, which says that you are to work “with the Minister of Finance and farmers on tax measures to facilitate the intergenerational transfer of farms”. You may recall, Minister, that in the 42nd Parliament, former MP Guy Caron had Bill C-274 which proposed doing precisely that, yet most of the Liberal caucus voted against the bill and defeated it. Why the sudden change of heart? Why are you now supporting this proposal?

Judges Act  We know that the police themselves have a lot of work to do and I know they are trying their best to achieve this, but we know from the complaints of victims that this work is ongoing. The Senate, when it received Bill C-337 through its legal and constitutional affairs committee, did make some amendments. There was a lot of concern regarding the constitutionality of the bill. I understand that the government's version is much closer to, or a wholesale adoption of, what the Senate committee did to Bill C-337.

Justice committee  I'll get a last question in here for the Canadian Judicial Council. Bill C-5 stipulates that the courses have to be developed in consultation with persons, groups or organizations that the Canadian Judicial Council considers appropriate. Could you inform the committee how you decide who is appropriate and who to consult on these matters?

Criminal Code  Madam Speaker, I remember being in this place during the debate on Bill C-14 and reading through the Carter decision, which was very clear. There was also, of course, the important work that was done by the special joint committee of both the House and the other place.

Judges Act  These are not problems that a bill can solve. While Bill C-5 is important, I would like to know how the federal government, acting in a leadership role with all the provinces, is going to move to address these issues. My second question is with regard to the TRC's call to action number 27, which recommends that lawyers receive extensive training on first nations indigenous issues, particularly with the United Nations Declaration on the Rights of Indigenous Peoples, as well as systemic racism, which we are now seeing all across Canada.

Criminal Code  As a member of Parliament who served in the previous Parliament, I was, by and large, quite impressed with the tone of debate on Bill C-14. I know there were some disagreements on the bill, but members ultimately tried to bring their disagreements and respective positions on the bill to the floor with as much respect as possible.

Criminal Code  A number of people back home have already organized a community meeting with me on this legislation when I am back in the riding during the constituency week next week. It is a group that had a lot of concerns with Bill C-14. Based on their faith, they had some real concerns with it. I knew when I walked into the room to meet with them the first time that we were not going to walk out in agreement with each other.

Criminal Code  We want to make sure that at all stages patients, should they change their mind, have a way of opting out. If the member has particular concerns with how Bill C-7 is currently written and is concerned that there is not enough addressing the concerns he just brought up, perhaps there will be an opportunity for some slight amendments at committee.

Criminal Code  What was not very clear was why the government at the time had inserted the clause that required a reasonably foreseeable death. During my speech on Bill C-14 in 2016, I knew that clause would force us to come back and revisit this issue. Parliament did look at this issue, we did deliberate and a number of parliamentarians at the time identified this as a problem.

Canada Pension Plan Investment Board Act  moved for leave to introduce Bill C-231, an act to amend the Canada Pension Plan Investment Board Act (investments). Mr. Speaker, I am very pleased and honoured to rise in the House today and introduce my private member's bill, which would amend the investment policies, standards and procedures of the Canada Pension Plan Investment Board to ensure that no CPP funds are invested in any entity that has performed acts or carried out work contrary to ethical business practices or has committed human, labour or environmental rights violations.

Citizenship Act  I have my criticisms of Liberal policy as well, but those do not take away the fact that Bill C-6 was born out of one of the calls to action. Those calls to action were developed after a prolonged process that involved a lot of heart-wrenching stories. The TRC put a lot of faith in all of those calls to action.

Citizenship Act  Madam Speaker, I want to centre my comments and questions on call to action number 94 and Bill C-6. The Conservatives have put forward an amendment to this bill to effectively kill it at second reading, and I understand there are some concerns over the language and call to action no. 94.

Citizenship Act  Madam Speaker, Bill C-6 is certainly something the NDP will be supporting. In our long path toward true reconciliation, this is very much the low-hanging fruit. It is important, but there is some very important work that has to be done in addition to this bill.

Citizenship Act  Over the last 150 years, we have so destroyed their traditional governance model that we see these divisions coming forth. I want to centre my comments and my question on the bill before us, Bill C-6. I understand the Conservatives may have problems with call to action number 94. What I wonder is whether there are other calls to action that the Conservatives have a problem with in the TRC.

Agriculture committee  There have been a lot of discussions about when this agreement is actually going to be ratified. I was looking at Bill C-4 and the coming into force provisions. Section 213 says, “this Act comes into force on a day to be fixed by order of the Governor in Council.” I'd like to know what your conversations with the executive branch have been like when you've raised these particular concerns.
