Opposition Motion—Federal Budget  Mr. Speaker, it was not just the provinces but the people that they served who suffered immensely when the Chrétien-Martin government of the 1990s made the deepest cuts that we have seen to the health and social transfers. New Democrats are concerned to restore a meaningful role for the federal government in funding health services.

Opposition Motion—Federal Budget  Mr. Speaker, I would start by noting that Canada is not alone in having made massive expenditures during the pandemic period. We are alongside our G20 colleagues in having made incredible expenditures, so it is not something that is out of the ordinary with respect to responding to the pandemic.

It lays out quite nicely some of the deficiencies in their thinking about the current economic problems that we are facing in Canada.

Business of Supply  Mr. Speaker, I would like to thank my colleague for his speech. I enjoyed his analysis of the incoherence of the Conservatives' motion today. How can we talk about balance without talking about revenues? We know that tax havens exist and that billions of dollars are being diverted from the public coffers thanks to these tools of the wealthy.

Business of Supply  Uqaqtittiji, I understand that is the Inuktitut word for “Speaker” on this National Indigenous Languages Day. I wanted to go back to some remarks of the member. During his speech he talked about the Conservatives' previous motion to lift the GST at the pumps, and he would know, from listening to debate on that day, that New Democrats were prepared to entertain the idea of some temporary tax relief for Canadians.

COVID-19 Economic Measures  Madam Speaker, there are a few things to correct. New Democrats actually opposed Bill C-2, and we did it because we did not feel that the financial support was going to be adequate. We felt we should heed the advice of many public health officials that new waves of COVID were going to come, and that turned out to be true.

COVID-19 Economic Measures  Madam Speaker, I am rising this evening to follow up on a question that I asked at the end of last year about the government's treatment of some of the most financially vulnerable during the pandemic, including many seniors. Since then, we have gone through the omicron wave of COVID-19, and a couple of things stand out about that wave in particular.

Economic and Fiscal Update Implementation Act, 2021  Madam Speaker, I wanted to hearken back to the finance committee where we passed an amendment to the bill, in respect to some of the money that is being disbursed, for quarterly reporting on how it was spent. That was exactly in response to the comments by the PBO that the member cited in his speech about the late filing of public accounts.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, I want to come back to the point of jurisdiction and remark that, coming out of 2004, Canada had a model for health funding predicated upon health accords where the federal government played not only an important funding role, but also a convening role. We had provinces that were not told what to do by Ottawa, but they came together with Ottawa to determine common priorities and then a funding structure.

Business of Supply  Mr. Speaker, on February 4, Dr. Tam said that Canada's public health restrictions should be re-evaluated. Later that month, the Conservatives brought a motion to the House for the government to table a plan. New Democrats voted against that motion at the time because there was an illegal occupation in the nation's capital, and we did not think it was appropriate to signal that public health restrictions were to be re-evaluated at that time.

Business of Supply  Mr. Speaker, I rise on a point of order. I am sure it was not the intention of the member for Leeds—Grenville—Thousand Islands and Rideau Lakes to mislead the House by suggesting that the member for Vancouver Kingsway is a member of the government. That is obviously not true. I wonder if he might want to correct the record.

Business of Supply  Mr. Speaker, one implication of the motion is that the Canadian government could facilitate the exchange of goods and services across the border unilaterally, but there are still U.S. government requirements for vaccines that affect the exchange of goods and services. Would the member like to comment on that aspect of the motion?
