Budget Implementation Act, 2018, No. 1  Madam Speaker, I am delighted to speak to budget 2018. This is a very important budget that continues the work we began so long ago. I will be focusing, first of all, on my region of Sackville—Preston—Chezzetcook, a community I describe as a half-circle around the cities of Halifax and Dartmouth.

Fisheries Act  Mr. Speaker, there is no question that these issues are very important. Our government has put forward an oceans protection plan with $1.5 billion. That is a major investment in our coastal waters. The member will also find that a part of that funding, $75 million, is for the coastal restoration fund.

Fisheries Act  Mr. Speaker, this question is a very important one. We could speak about this all day long. We know of the challenges of indigenous people and their communities. There are challenges, for example, in education and health. As a government, we need to do much more. Our government has taken many initiatives.

Fisheries Act  Mr. Speaker, the member gives me a great opportunity. He says there is a lot to talk about, and there is. The Conservatives cut protection. Let us think about this. They cut protection of our fisheries and our habitats. That is unbelievable. On top of that, the former Conservative government was going to issue those licences while it was ignoring the indigenous people, because the Conservatives did not feel they were important.

I am very pleased to speak to Bill C-68, an act to amend the Fisheries Act. Before I get into the bill itself, I want to share with the House that my riding has various communities that benefit directly from fisheries.

Petitions  Mr. Speaker, I am proud to present a petition on behalf of the residents of Sackville—Preston—Chezzetcook and over 750 Canadians. The petitioners call on the government to continue funding support for the existing freshwater habitat conservation programs and to continue being a full partner in this important initiative.

The Budget  Madam Speaker, I want to thank the member for her question and for her continued support, of course, of our community. She was there once, but she was also there a couple of weeks ago for the launching. The African Nova Scotian community has struggled for years. They have contributed tremendously to my riding, to Nova Scotia, and to Canada.

The Budget  Madam Speaker, I want to add something important. This budget builds on the work we have done over the past two years. We rank number one among the G7 countries. That clearly shows that we are leaders in this area. There are more jobs, with 700,000 jobs having been created in two and a half years.

The Budget  Madam Speaker, I would like to remind the member that our investment in coastal waters and protecting our shoreline has been very predominant in the last two years. Our government has been working closely with the provincial government in B.C. to find ways to ensure that the safety of those species will continue to be successful.

The Budget  Madam Speaker, before I begin my discussion on budget 2018, I want to share with the House a little more about my riding of Sackville—Preston—Chezzetcook, which is in Nova Scotia and surrounds the major cities of Halifax and Dartmouth. We have about 95,000 people in my riding, some are fishermen and some are farmers.

The Budget  Mr. Speaker, in her very passionate speech, the hon. member made some very good arguments. I would like her to expand on something she said. The member talked about two aspects of not having deficit financing. She talked about bringing revenues in or taxing people. When I look at the previous government's record during its 10 years in power, I see the weakness.

Black History Month  Mr. Speaker, I am proud to be the member of Parliament for Sackville—Preston—Chezzetcook, which includes, of course, the largest and oldest black community in Canada. The culture and history of African Nova Scotians is preserved and celebrated throughout my riding, as well as across Nova Scotia and Canada.

Fisheries and Oceans  Mr. Speaker, something tragic and unprecedented happened last summer: right whales died in the North Atlantic, in the Gulf of St. Lawrence. To protect this endangered species, our government took swift action, imposing a mandatory 10-knot speed limit on 20-metre vessels in the gulf.
