4-H Canada  Mr. Speaker, November 6 has traditionally been declared as 4-H day. 4-H is one of Canada's longest-running youth organizations. First created in 1913, 4-H began as the Boys and Girls Club. Today, 4-H is an international youth organization involving more than seven million members in 80 countries.

China and Mongolia  Mr. Speaker, it was an honour to accompany the Governor General on his state visit to China and Mongolia. His Excellency has always been a strong advocate for academic excellence. We were able to expand upon the person-to-person collaborations not only with political figures but with educators and students.

Criminal Code  Mr. Speaker, I am humbled to rise today to wrap up this debate on Bill C-444, my private member's bill. It is not often we get to work specifically on behalf of a constituent in such a significant way, by making a change to the Criminal Code of Canada. First and foremost, I want to thank the brave young woman and her mother who inspired me to table this bill.

Petitions  Mr. Speaker, it is my pleasure to rise today to present petitions on behalf of 171 Canadians from Alberta and British Columbia regarding impaired driving causing death. These citizens want to see tougher laws and the implementation of new mandatory minimum sentencing for those persons convicted of impaired driving causing death.

Consumer Protection  Mr. Speaker, the new mandatory wireless code is a step in the right direction and addresses such key consumer concerns as contract length and roaming charges. Canadians want a fair deal, and our government is always looking for ways to improve customer protection and foster more competition.

Economic Action Plan 2013 Act, No. 1  Mr. Speaker, that is exactly what we have done. I believe we were all in the House when British Prime Minister David Cameron said if one looked at the best English speaking education system in the world, that would be in Alberta. As a teacher from Alberta, I thought that was certainly something to be proud of.

Economic Action Plan 2013 Act, No. 1  Mr. Speaker, when I take a look at the types of intellect we have here in this country, I know that if we simply talk about the dollars being invested into industry-led initiatives, we would be frustrated. However, that is not what is happening. To make the suggestion that it is the only channel that is being followed is inaccurate.

Economic Action Plan 2013 Act, No. 1  Mr. Speaker, I am not familiar with the specifics of the question the member asked, so I am certainly not the person to be able to answer his specific question. The types of investments this government has been making in communities and in business opportunities, for those who are willing to get involved and to put all of their efforts into it, have really been phenomenal.

Economic Action Plan 2013 Act, No. 1  Mr. Speaker, I am pleased to speak tonight on behalf of my constituents as we wrap up debate on Bill C-60, our government's legislative implementation of Canada's economic action plan. I would like to thank the Minister of Finance for his great work managing Canada's economy. Canada has held the strongest record of growth and job creation among the G7 countries during the recovery from the global economic recession.

An Act to amend the Criminal Code (personating peace officer or public officer)  Mr. Speaker, with a private member's bill there are sometimes opportunities to get a chance to speak directly to our constituents. Truly, this was an opportunity that I had. It was a little over three years ago when I first got an email from the family. We set up a meeting and we were going from there.

An Act to amend the Criminal Code (personating peace officer or public officer)  Mr. Speaker, indeed that is one of the aspects. After I had the opportunity to speak with the family and the young lady involved here, we then talked to the police. We wanted to find out just what some of the concerns were. I will get to the other point in a moment, but in a lot of cases, when police officers are arresting someone there are numerous charges, such as an assault that might take place against the police officer.

Mr. Speaker, I would like to thank the member for Sault Ste. Marie for seconding this third reading debate for the bill. I appreciate all of my colleagues' support, which has brought us to where we are today, as well as the support of the people of central Alberta.

Safer Witnesses Act  Mr. Speaker, in the member's speech there was some discussion with regard to cost. I wonder if we have thought of the benefits of managing to get criminals off the street. Part of what this bill is all about is the ability to set cases and get some of these people who are affecting individuals in this country off the streets and into incarceration.

Business of Supply  Mr. Speaker, certainly, I would love to explain what took place. In fact, in the Auditor General's report I can read through what happened in 2004. It says: In our 2004 audit, we examined the management framework of the Public Security and Anti-Terrorism Initiative, including funding allocations and spending.
