Export and Import Permits Act  Madam Speaker, I often enjoy listening to the member for Winnipeg North and his speeches, because he becomes quite animated. The volume in his speech often explains his compassion and sense of righteousness in what he is saying. I happened to notice, when he was speaking today, that he was speaking about what is included in the bill.

Adams River Salmon Run  Mr. Speaker, it is good to be back on this first day of the fall session, although the passing of the hon. member for Scarborough—Agincourt is a sad loss for all of us. I send condolences to his family and loved ones, and recognize his commitment to serving the people of Scarborough—Agincourt.

Petitions  Mr. Speaker, I rise today to present a petition sent to my office by a constituent, Hildegard Krieg, who is a very active resident in my area. The petition is signed by residents of North Okanagan—Shuswap, and calls upon the Government of Canada to identify hospice palliative care as a defined medical service under the Canada Health Act.

Breakfast on the Farm  Mr. Speaker, I am especially looking forward to Breakfast on the Farm in the North Okanagan—Shuswap this weekend. Agricultural producers from the area will be hosting Breakfast on the Farm. Now in its third year, this annual event is open to the public and free of charge, drawing over 1,000 people annually.

Cannabis Act  Madam Speaker, I have certainly heard concerns about the legal definitions of impairment under this drug and the legalities of the equipment that may or may not be available. I do not believe any of it has been tested in court. Impairment levels could be different from individual to individual.

Cannabis Act  Madam Speaker, I believe that if the member had been listening, he would have heard me say that I certainly agree that the status quo is not working but that I do not agree that full legalization is the way to go. Many times we have heard from members on the other side that they are going to keep it out of the hands of criminals and will remove the criminal element from it.

Cannabis Act  Madam Speaker, it is an honour today to rise and speak to Bill C-45, the government's draft legislation respecting cannabis and amendments to the Controlled Drugs and Substances Act, the Criminal Code, and other acts. This draft legislation is more than 100 pages long. As the title suggests, it is a complex bill affecting the Controlled Drugs and Substances Act, the Criminal Code, and other acts.

Cannabis Act  Madam Speaker, I often hear Liberal members talk about how they are going to take marijuana and cannabis away from criminal activity. The first thing they want to do is to put a tax on it to get a tax revenue from that. How can the member possibly think they will take marijuana and cannabis growth, and trafficking out of the criminal element when the first thing they want to do is make it more expensive than the illegal sector can produce and sell it for because of the tax system?

Cannabis Act  Madam Speaker, I would like to thank the member for Halifax for his attempt at defending the legislation the government is bringing forward. I have to say that some of the ways the government is trying to make this workable, or what it thinks is going to be workable, are absolutely laughable.

Petitions  Mr. Speaker, it gives me great pleasure to rise today to present petition e-713. I want to thank Councillor Bob Spiers, from Vernon, B.C., for initiating petition e-713, calling on the government to eliminate the GST being charged on carbon tax. The petition is very basic. It recognizes that the government is charging 5% GST on carbon taxes and calls on the government to remove the GST on current and future carbon taxes.

Fisheries and Oceans  Mr. Speaker, the fisheries minister seems to have forgotten that fisheries and fishermen are a big part of his job. He has not been to Newfoundland or Labrador to meet with those suffering from his quota decisions, he will not release any details on the Atlantic fisheries fund, and he thinks nothing of cancelling meetings with fishermen who have travelled to see him.

Questions on the Order Paper  With regard to the government and Department of Fisheries and Oceans’ public consultation sessions related to the review of the Fisheries Act in the 2016-17 fiscal year: (a) what were the locations and dates of all consultation sessions proposed and held; (b) who were the participants in each session; (c) what were the total expenditures of the Department of Fisheries and Oceans associated with each session, broken down by item and type of expense; and (d) what were the total expenditures of other departments associated with each session, broken down by item and type of expense?

Questions on the Order Paper  With regard to the Department of Fisheries and Oceans’ funding in the fiscal year 2016-17 to review the Fisheries Act and to enhance monitoring and reporting of existing projects permitted under the Fisheries Act: (a) what government and non-government entities received funding for these activities; (b) what were the amounts of funding delivered to each entity; (c) for what activities or services was each disbursement of funding intended; and (d) what was detected by the enhanced monitoring and reporting of existing projects permitted under the Fisheries Act?

Questions Passed as Orders for Returns  With regard to the Department of Fisheries and Oceans’ contributions in the fiscal year 2016-17 for the Participant Funding Program’s activities associated with the government’s review the Fisheries Act: (a) who were the recipients of the funding through the Participant Funding Program; (b) what amount of funding did each recipient receive; and (c) for what activities was each disbursement of funding intended?

National Seal Products Day Act  Madam Speaker, it is an honour to rise today to speak to the private member's bill put forward by the member for Coast of Bays—Central—Notre Dame. It is also an honour to work with the member on the Standing Committee on Fisheries and Oceans. I want to recognize the message the member for Labrador just spoke to, that being the importance of the seal harvest and seal products to those communities and their traditions and heritage.
