Fisheries and Oceans  Mr. Speaker, what is lost in time is any answer from the government. Recent decisions by the government, which take away fishery licence holders' quotas on the east and west coasts without compensation, are counter to the long-standing policy of “willing buyer, willing seller”.

Fisheries and Oceans  Mr. Speaker, Unifor issued a news release on its meeting with the Minister of Fisheries that stated that the minister said her goal was to leave as many fish in the water as possible and that fishermen would need to sacrifice their jobs for climate change. In a statement responding to the release, the minister did not deny this.

Fisheries and Oceans  Mr. Speaker, yesterday the minister shut down the Atlantic mackerel fishery. Mackerel is what we use for bait in the lobster fishery. Lobstermen in Maine used tons of carp this year for bait, yet the minister refuses to approve alternative bait methods over the concern that they may become invasive species.

Economic and Fiscal Update Implementation Act, 2021  Mr. Speaker, the speech by my colleague for Calgary Midnapore dealt with the issue of how we finance these expenditures. One of those ways, obviously, is the preferred way of the NDP-Liberal coalition, which is to borrow money and burden future taxpayers. The other, as the member pointed out fascinatingly in her speech, was the increased revenue that is coming in to the federal government as a result of higher oil and gas prices.

Fisheries and Oceans  Madam Speaker, last year, a week into the Atlantic mackerel season, a confused DFO closed it. A few days later, it opened it and fishermen landed their quota within about two days in locations where mackerel are not traditionally found. DFO has not assessed the stock off the Scotian shelf in more than a decade, yet it continues to cut the quota.

Business of Supply  Madam Speaker, I have not spent my life in medicine, as this member has. I have spent it in business, and I have a lot of business planning and strategies. There is a famous saying, “If you do not know where you are going, any road will get you there”, and this strikes me as the Minister of Health's motto.

Fisheries and Oceans  Mr. Speaker, in the last two weeks, B.C. crab fishermen off Tofino had 50% of their quota expropriated and given to others without compensation. Maritime elver fishermen had their quota expropriated and given away without compensation last week. The NDP-Liberal marriage ceremony is over and the Tofino honeymoon is on, but it is the fishermen who are being hurt by the consummation of this marriage.

Points of Order  Mr. Speaker, I have a point of order arising out of question period. The Minister of Fisheries said that the Russian Federation is no longer the chair of the Northwest Atlantic Fisheries Organization. Its website still lists it as the chair and it is still listed on the commission.

Fisheries and Oceans  Mr. Speaker, windmills and fairy tales have not gotten Germany and other countries off of Russian oil. The government is doing nothing. Russia sits on the executive of the Northwest Atlantic Fisheries Organization, which governs what we can catch internationally, including in the Grand Banks off of Newfoundland.

Online Streaming Act  Madam Speaker, I am sure that the member, had he been listening to my speech, would have known that at the beginning I said that I appreciated that the bill actually does say that the algorithms are protected. I did say that in my speech. Specifically, since the member spent a bit of his speech discussing my speech, which was very flattering, I will read what the bill actually says: In making regulations under subsection (1), the Commission shall consider the following matters: (a) the extent to which a program, uploaded to an online undertaking that provides a social media service, directly or indirectly generates revenues.

Online Streaming Act  Madam Speaker, this is another issue I addressed in my speech. There are reasonable limits placed on freedom of speech through both common law and court cases, as well as through the Criminal Code, on things we can and cannot do. I think those are the appropriate vehicles to moderate and protect.
