Austin Caron  Mr. Speaker, I rise today to recognize the life of Austin Caron, a Calgary political activist who passed away suddenly last week in his sleep at the much too early age of 23. A former staffer here on the Hill, Austin was a true politico who could be found at the doors campaigning during any municipal, provincial or federal election.

Alberta  Mr. Speaker, Premier Ralph Klein used to say that Alberta is a place where a person can make a million dollars or lose a million dollars. Albertans are team players. We have contributed to the success of Canada through equalization, transfers and the boom that was our energy sector.

COVID-19 in Alberta  Madam Speaker, I am glad the member spoke about living in an era of sound bites. A lot of what the Liberal members have been doing so far is blaming the people of Alberta for the situation we find ourselves in, but we would not be in this situation had we received vaccine supplies back in January and February.

COVID-19 in Alberta  Mr. Speaker, the member had an exchange earlier in the day with the parliament secretary to the government House leader talking about debates and us raising vaccines. The member rightly pointed out that the issue is numbers, targets and performance. That is what we are here to do.

Committees of the House  Madam Speaker, as some members will know, I used to sit on the finance committee in a previous Parliament. I do not get to do that now as chair for the Conservative caucus, but I see this is a report that has 145 recommendations and is one of the biggest in the past five to six years.

Committees of the House  Madam Speaker, I liked that the member gave us a history of political debates in Quebec over the past 30 years. However, I would like to come back to a comment one of the Bloc Québécois members made about old age security. In the budget, the federal government decided to give $500 to those 75 and older.

Over the years, we have seen that the number of recommendations being accepted by the Government of Canada keeps going down.

Digital Charter Implementation Act  Mr. Speaker, I thank the member for La Pointe-de-l'Île for his comments. I agree with the first part of his question and his idea. I think people need to provide valid and informed consent. Many of my constituents have the same concern about private businesses sharing their personal information.

Digital Charter Implementation Act  Mr. Speaker, as far as I can tell, not much new in this legislation specifically deals with those types of issues. We have all seen the phishing scams, even on Parliament Hill, where people pretend to be banks, financial institutions or credit unions. It looks so real and the interaction is so real that people feel it was actually sent by the named institution.

Digital Charter Implementation Act  Mr. Speaker, I will speak about the first part of his observation on privacy rights. Privacy rights should be property rights. That is where we should go and expand it, and that is the way it should be understood. I talked about, for example, deepfakes and the concerns I heard at people's doors, specifically in Mahogany.

It has been months since this legislation came to Parliament to be debated. He should perhaps look at his own schedule to determine how many more days the government could do this.

Questions on the Order Paper  With regard to the federal disability tax credit (DTC) that helps persons with disabilities and certain medical conditions defray unavoidable medical expenses, since fiscal year 2017-18: (a) what is the total number of DTC applicants for fiscal years 2017-18, 2018-19 and 2019-20, broken down by year; (b) what is the total DTC amount claimed for fiscal years 2017-18, 2018-19 and 2019-20, broken down by year; (c) what is the total number of DTC claimants for fiscal years 2017-18, 2018-19 and 2019-20, broken down by year; (d) what is the total number of DTC applications that were denied for fiscal years 2017-18, 2018-19 and 2019-20, broken down by year; (e) of the DTC applications that were denied, what were the tabulated and categorized reasons for their denial; (f) what is the total number of DTC applications that cited a doctor’s recommendation stating the applicant qualified for the DTC; (g) what is the total number of DTC applicants in fiscal years 2017-18, 2018-19 and 2019-20, that were previously approved for the DTC; (h) of the DTC applicants in (g), how many were rejected; and (i) in deciding whether or not to approve a re-application for the DTC, what are the criterion utilized by the Canada Revenue Agency to make such a determination, and how are these criterion logged and recorded?

Questions Passed as Orders for Returns  With regard to the First-Time home buyer incentive (FTHBI) announced by the government in 2019, from September 1, 2019, to date: (a) how many applicants have applied for mortgages through the FTHBI program, broken down by province and municipality; (b) of those applicants, how many have been approved and accepted mortgages through the FTHBI program, broken down by province and municipality; (c) of those applicants listed in (b), how many approved applicants have been issued the incentive in the form of a shared equity mortgage; (d) what is the total value of incentives (shared equity mortgages) under the program that have been issued, in dollars; (e) for those applicants who have been issued mortgages through the FTHBI, what is that value of each of the mortgage loans; (f) for those applicants who have been issued mortgages through the FTHBI, what is that mean value of the mortgage loan; (g) what is the total aggregate amount of money lent to homebuyers through the FTHBI to date; (h) for mortgages approved through the FTHBI, what is the breakdown of the percentage of loans originated with each lender comprising more than 5% of total loans issued; (i) for mortgages approved through the FTHBI, what is the breakdown of the value of outstanding loans insured by each Canadian mortgage insurance company as a percentage of total loans in force; and (j) what is the government’s position on expanding the FTHBI to make eligible Canadians with incomes above $120,000 a year?
