Declaration of Emergency committee  Madam Chair, with regard to federal policing, the mandate is to tackle serious and organized crime at the transnational level at the border and between the ports of entry. We also have responsibility with regard to protective policing where we protect the Prime Minister, the Governor General, the chief justice, and other incoming dignitaries.

Public Safety committee  I don't have a specific list with me right now, but I can tell you that when we put the perimeter up, we intercepted people who tried to come in with gas or medical supplies. To quantify everything that was done under the act, nationally at that, I don't have those numbers.

Public Safety committee  We provided people's names to the banks. We communicated with them and then circled back to the banks to let them know we had communicated with them, and that the funds could be released.

Public Safety committee  Quite frankly, if I were to give you an answer, I think I would just be guessing. I think the Emergencies Act also discouraged people from coming to Ottawa because of the possible consequences, the perimeter erected and the fact that access to the Hill was made much more difficult.

Public Safety committee  I don't have any numbers as to people who left, but obviously there was a deterrent against people coming back. We've seen fewer people over the past weekend. To your other question with regard to the economic side of things, we saw people leave when we started to go kinetic. They didn't want to stay there.

Public Safety committee  I can confirm, Mr. Chair, that the 280‑plus people sworn in included law enforcement troops, who should not have been sworn in. However, we did bring in other reinforcements, subsequently, who were sworn in to meet the demand.

Deputy Commissioner Michael Duheme

Public Safety committee  Of course. Thank you for your question. I will repeat what I said earlier, madam, out of respect for the people who do this work every day. The atmosphere between the various stakeholders and the partnership is excellent. Capacity is always an issue, given the length of the border that has to be protected between the ports of entry.

Public Safety committee  If I may, I'll go back, Mr. McKinnon, to an earlier comment by the president, Mr. Brian Sauvé. It starts with education and outreach. You could take down a criminal organization tomorrow, and there will be another one just waiting to fill that spot. I think it has to be done in tandem.

Public Safety committee  To your question, sir, I would say a huge part of that, anywhere there's some monetary gain to be made.... They're bringing it in for the sole purpose of reselling it to people. The information I've seen is really towards the street gangs that are bringing it in, and then selling it to people, like the examples you provided in Toronto.
