Judges Act  I have toured the place, and it is a very worthwhile organization. I think that speaks to the part of my speech where I said Bill C-5 is important, but it is only legislation. What we need is a systemic review of the entire system and how we can support complainants so they actually develop trust in our justice system.

Judges Act  I think it was inferred during that discussion that the Conservatives might like to see some of this training extended to other members under federal jurisdiction, such as the Parole Board of Canada and possibly even further to members of the Immigration and Refugee Board. I know Bill C-5 is quite limited in its scope and is looking just at the Judges Act, but I am curious to hear the member's opinions and thoughts on whether other branches that make important decisions in our society should have this kind of training mandated as well.

Canada-United States-Mexico Agreement Implementation Act  I am pleased to be able to stand today and offer a few of my thoughts on the proceedings before us with regard to the implementation act of CUSMA, the Canada-United States-Mexico agreement, through Bill C-4. I want to start by acknowledging our relationship with the United States. The sheer amount of trade and travel that happens between our two countries and the long shared history that we have make it the most important relationship that Canada has.

Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, the choice before us in the House of Commons is whether, through the implementation of Bill C-4, we want to go back to the old NAFTA, which is not a possible route anymore given that the United States and Mexico have ratified the new agreement, or go to something that is slightly better.

Controlled Drugs and Substances Act  We know that the bill is being discussed in the context of medicinal cannabis, because recreational cannabis, as was rightly pointed out by the government side, will come under a new regime once Bill C-45 receives royal assent. However, I think that a federal bill that aims to become a statute but inserts itself into property and civil rights is not a valid exercise of the federal criminal law power.

Agriculture committee  Why is it that are you not giving them more of the TRQ allocation? Why are they getting only 45%? I think they would really like to know that.

Agriculture committee  With our tariff rate quotas, you're allowing, with the European Union, 55% to go to retailers and only 45% to dairy processors. Our dairy processors have good-paying jobs in rural communities, like yours, across Canada. I just want to know why you are not allocating more tariff rate quotas to our processors.

Justice committee  I know this will be set by regulation, but your department has already identified some numbers. Bill C-46 can't be seen in isolation. Of course, you introduced it on the same day that Bill C-45 was introduced, and I know you want to have this law in place before Bill C-45 becomes law, but the changes to Canada's marijuana laws will be quite a revolutionary thing.

Federal Courts Act  Mr. Speaker, it is indeed a great pleasure to stand in this House to speak to Bill C-331, brought in by the member for New Westminster—Burnaby. I know this particular issue has been very dear to him over many Parliaments. It is really great to see that we are in the second hour of debate on Bill C-331, which means it is probably going to come to a vote next week.

Business of Supply  If we think that the climate change now is costly, just look what the costs will be when we hit 2°C, 3°C or 4°C of warming and we are already seeing the effects. In my home province of British Columbia, our budget for forest fire fighting is going to be completely blown out of the water.

Report Stage  Mr. Speaker, I last rose in this House to speak to Bill C-45 back in May. I began my remarks then by speaking favourably of the government for taking an important first step in the move toward rectifying the failed crime-and-punishment approach that we have held in this country since the 1920s.

Corrections and Conditional Release Act  When I put what the government's actions are with respect to Bill C-83 within the context of what it did on Thursday with all of the other government bills, I think the pretense of any respect for Parliament has completely evaporated. Right now, the government is quite obvious.

The Environment  Yes, our climate has changed many times over earth's history, but it has never changed as quickly and at the rate it is now because of the very fact that we are pumping greenhouse gases into our atmosphere and they are reaching such concentrations that it is having dire consequences for how our planet's natural processes operate. If we continue down this path, we are on course to reach 4°C to 6°C of warming by the year 2100. It sounds like a small number, but it can have cataclysmic consequences. I remember hosting a town hall on a national clean energy strategy and looking at scenarios of the planet warming 1°C, 2°C, 3°C or 4°C.
