Export and Import Permits Act  Mr. Speaker, I am pleased to rise today and speak on Bill C-47, an act to amend the Export and Import Permits Act and the Criminal Code. In 2016, the Liberals announced that they would agree to sign the UN Arms Trade Treaty. This bill, if adopted, would implement the ATT. Conservatives have always supported efforts to establish international standards for the trade of arms, which would help prevent illicit transfers to tyrannical regimes, terrorists, or criminal organizations bent on harming innocent people throughout the world and fuelling conflicts with their neighbours.

Taxation  Mr. Speaker, Rick and Paul, from Woodville, Ontario, own a family farm, where margins are already tight and the financial risks are high. To make matters worse, the finance minister is planning a system where farmers like Rick and Paul will pay significantly higher taxes and might not be able to pass on their farm to the next generation.

They were going to take that away. They campaigned against it and now they are going back on that, so that is issue number one.

Amendments to Standing Orders  Mr. Speaker, my friend is absolutely right. I think that goes to my point about the Globe and Mail article, which basically focused on encouraging Canadians to pay attention to what is going on in Parliament. I know Canadians are busy and it is our job to get the message out, but I think that was the focus: be aware of what is going on in Parliament, because the Liberal Party, through its draconian measures, is stripping members of the opposition of any power they have to hold the government to account.

At the procedure and House affairs committee, and I think every committee is the master of its own domain, what we are seeing now is the committee working somewhat well, minus the ramming through of changes to the Standing Orders that we had to deal with, but the problem now is that committees will not be the masters of their own domain.

Questions on the Order Paper  With regard to the decision made by Immigration, Refugees, and Citizenship Canada (IRCC) to charge $100 for a ten minute search for information and $30 for each additional minute, as described in The Hill Times on May 3, 2017: (a) what is the title of the individual who made the decision to charge for information; (b) when was the Minister’s Office made aware of the decision to charge for information; (c) has the Minister or his office issued a statement approving of the decision to charge for information; (d) has the President of the Treasury Board advised IRCC that charging for information is not in keeping with the Prime Minister’s directive to make government data “open by default” and, if so, when was this done; and (e) what was the response by IRCC?

If you ask the member, I think this is what has happened in this case. He is reading the speech on Bill C-45 and not on what we are to be debating.

Business of Supply  Mr. Speaker, I appreciate the question from my friend across the way, although I do not know what goes on in a Liberal member's head. I will speak to what I am thinking and I do appreciate the opportunity to do so. To the member's comment, the results that $3.8 million over the next five years would have is a huge benefit for those families dealing with members who are living with autism.

Haliburton—Kawartha Lakes—Brock  Mr. Speaker, the annual MS walk was held in Lindsay this past Sunday, and I was proud to participate on behalf of my mother, who suffered from a progressive form of MS. It raised $14,000. Special thanks to all the volunteers and organizers, who went above and beyond to ensure a well-run event, and to this year's ambassador, Shane Orr, for all his hard work raising awareness about this terrible disease.

Budget Implementation Act, 2017, No. 1  Madam Speaker, what the member had to say was very encouraging, but what she forgot to mention or did not have time for and was missing is how the government is going to promote and empower the private sector to create jobs and roll this economy forward. We heard of a lot of big-government thinking and government-knows-best spending, but we did not hear anything about the small business tax rate being cut or about expanding ways for people to save.
