Canada-United States-Mexico Implementation Act  Madam Speaker, we do not have to rewrite the process, because the process was done properly under the previous Conservative government. As I said, the minister of trade and the minister of agriculture at that time offered to hold regular meetings with their colleagues on the opposition benches and not only kept all stakeholder groups informed but actually had them at the negotiating table with us.

Canada-United States-Mexico Implementation Act  Madam Speaker, it is a pleasure to stand here today to discuss the new NAFTA and the importance this agreement has not only within my riding of Foothills, but across the country. Today, I want to be really clear. I want to talk about some background of how we came here. I want to be extremely forthright in the fact that many of the stakeholders who I deal with in the agriculture sector, whether that is farmers, ranchers or food processors, support this agreement and they want to see it passed.

Does my colleague know of another trade deal that a Canadian government has ever signed that puts a cap on an agricultural commodity and would stifle future growth for that commodity?

Carbon Pricing  Mr. Speaker, for Canadian farmers, this has been a harvest from hell, and the Liberals are only making it worse. They do not even understand it. Canadian farmers have had to dry their grain and heat their barns, and they are being crushed by a Liberal carbon tax. Jeff Nielsen from Grain Growers of Canada says, “These costs are adding up and we cannot continue to pay the price for inaction.”

Agriculture and Agri-Food  Mr. Speaker, this fall's harvest has been extremely difficult for Canadian farmers and the Liberals have made it worse. Liberal political blunders have cost Canadian farmers vital trade markets, and they added to that burden by implementing a devastating carbon tax. This fall, farmers had to dry their grain and the carbon tax cost them billions of dollars, money they do not have, yet the agriculture minister still says she does not know how the carbon tax will impact farmers.

Questions on the Order Paper  With regard to page 25 of the Liberal Party of Canada election platform which stated that “we will merge existing financial and advisory services currently scattered between several agencies into Farm Credit Canada”: (a) which specific entities and services will be merged into Farm Credit Canada (FCC); (b) how many jobs at each of the entities in (a) will be (i) eliminated, (ii) transferred to FCC; (c) what is the breakdown of jobs in (b) by location; and (d) what is the projected timeline for this merger?

Questions on the Order Paper  With regard to the federal carbon tax: (a) what is the (i) number of farmer, (ii) percentage of farmers who have received the Fuel Charge Exemption Certificate for Farmers, broken down by province; (b) what is the total amount of federal advertising expenditures aimed at ensuring farmers know about the requirement to fill out the forms required to get the certificate; and (c) what specific remedies are available to Alberta farmers who have not received their Exemption Certificates by January 1, 2020?

That recovery was given a stunning setback when the Liberal government missed a deadline to apply to the World Organisation for Animal Health for negligible risk status.

International Trade  Madam Speaker, that is not the reassurance that Canadian farmers want. He is telling them exactly what they already know. Absolutely we have the best-quality canola in the world and it is a $27 billion industry for Canada. Unfortunately, 40% of everything we grow here is exported to China, our most critical trading market for canola, which because of Liberal bungling and ineptitude we have lost.

What was not in the throne speech is a very telling and loud statement on where our agriculture sector stands with the current Liberal government.

Business of Supply  Mr. Speaker, it is great to see you back in the chair. I want to ask my colleague a question and go through a bit of a history lesson here on why we are raising these concerns. The small business tax changes devastated Canadian farmers. Then we had the grain backlog and lost trade relationships with India, China and many other countries.

Business of Supply  Mr. Speaker, what are the Liberals afraid of? What are they afraid is going to come out of this special committee that they do not want put out to the public? We want a forum for stakeholders, ministers and members of every party to have an opportunity to discuss the importance of our relationship with Canada and China, which many of my colleagues across the way have said impacts many different aspects of the Canadian economy, whether in trade, agriculture or manufacturing.

Business of Supply  Mr. Speaker, I think what agriculture producers specifically and all Canadians in general are looking for is leadership, something the Liberals are failing to show. They did not even mention this in the throne speech. The throne speech was supposed to give the pathway of the government's priorities and this crisis was not mentioned.

Business of Supply  Mr. Speaker, the member for Calgary Shepard is exactly right. We know the decision to block canola exports into China is politically based. Canadian producers have the highest quality canola in the world. However, this has also had an impact on pork and beef, which China has allowed back in simply because the Asian swine flu has decimated its own pork herd.
