Business of Supply  Madam Speaker, there is a direct and indirect effect of this muzzling, first of all, where we have kind of government flak sitting beside scientists at conferences telling them what they can and cannot say, we have a direct muzzling. Of course, we have an indirect muzzling where the colleagues who I have spoken to and members of the scientific community are now fearful of what they can and cannot say because they are worried about cuts to their own funding and the impacts that will have on Canadians in the future.

The government buries its cuts in these giant omnibus bills and then blames us for not voting for them, but how could we support such a budget in which so many cuts to science and attacks on fundamental knowledge are buried within?

Business of Supply  moved: That, in the opinion of the House, Canadian scientific and social science expertise is of great value and, therefore, the House calls on the Government to end its muzzling of scientists; to reverse the cuts to research programs at Environment Canada, Fisheries and Oceans Canada, Library and Archives Canada, National Research Council Canada, Statistics Canada, and the Natural Sciences and Engineering Research Council of Canada; and to cancel the closures of the National Council of Welfare and the First Nations Statistical Institute.

When the minister of state for ACOA was talking about his own riding essentially he said that people on EI in his riding were lazy.

Importation of Intoxicating Liquors Act  Mr. Speaker, I am also happy to rise today in support of Bill C-311, an Act to amend the Importation of Intoxicating Liquors Act. As a couple of my hon. colleagues have so elegantly stated, under the current legislation, if an individual wishes to purchase wine that is available only in a province other than the one in which he or she resides, the individual must make the purchase through a liquor board or commission.

I did hear consultation, but I am wondering, since the environmental legislation has been gutted, if perhaps the Liberals have changed their view on this project.

I would like to know specifically what the Liberal position is on the Enbridge northern gateway pipeline and on the Kinder Morgan Trans Mountain pipeline expansion.

Aerospace Industry  Mr. Speaker, the government is really lost in space when it comes to protecting the public and protecting jobs. The minister repeatedly claims the government is committed to RADARSAT, but the facts contradict him. MDA was forced to lay off 100 employees because the government has refused to sign a contract, and even more high-tech jobs are in jeopardy.

Copyright Modernization Act  Mr. Speaker, my hon. colleague is well versed in the large-scale implications of this unfortunate piece of legislation. I am just thinking of local bands in my community. Could she tell us how this measure would negatively impact local artists in her community?

I am thinking of independent artists in my area, Guilty About Girls and FERA, and venues like the Libra Room. I am thinking about how they are going to be affected by this bill and what changes the member thinks should be made to this act to make them benefit more fully.

Petitions  Mr. Speaker, I am here to present a petition signed by 57,000 British Columbians and Canadians calling on the government to keep tankers out of the wild and pristine coastal waters of B.C. forever. On top of these signatories, I have also had hundreds and even thousands of calls and contacts to my office concerned about the Enbridge northern gateway pipeline and the expansion of the Kinder Morgan Trans Mountain pipeline.

Copyright Modernization Act  Mr. Speaker, I am worried about this bill. For 10 years I was a recording musician. I have authored a number of books that are used in courses in universities. I have also taught distance education courses. I am very worried that the people who I know through these various careers are going to be harmed by these provisions.

Employment Insurance Act  Mr. Speaker, having followed the right track and gone through this training program myself, I saw how those who had taken the wrong track were exposed to new opportunities through these training programs. I am really worried that the changes in the bill to the Employment Insurance Act which would limit people from these programs would be problematic.

Employment Insurance Act  Mr. Speaker, it is a great pleasure to rise to finish off my speech that I started some weeks ago. We are again talking about the private member's bill brought forward by the member for Cariboo—Prince George which proposes to reform the EI system. It is a good idea to look at reforming the EI system, but unfortunately I do not agree with this legislation.

Jobs, Growth and Long-term Prosperity Act  Mr. Speaker, I am here to speak today about Bill C-38, the budget implementation act. This enormous omnibus bill is a disservice to the House and to Canadians. Many parts of this huge bill are of concern to my constituents, but one in particular is of concern to them. It is with regard to the changes to the environmental assessment process.
