Canada Pension Plan  Mr. Speaker, it is my privilege to stand to speak to Bill C-26 in the House today. It has been referred to as the Canada pension plan tax hike bill brought on by the Liberals, and that is certainly what it is. I want to welcome back all of my colleagues after Thanksgiving. I hope they had a good break and everyone enjoyed it.

Taxation  Mr. Speaker, over this past constituency week, all members had a chance to return to their ridings and hear directly from Canadians what they think of the Liberal carbon tax. It being the first week back after Thanksgiving, I feel it is appropriate to quote King Louis XIV's finance minister Jean-Baptiste Colbert, who said: The art of taxation consists in so plucking the goose as to obtain the largest amount of feathers with the least possible amount of hissing.

The Environment  Mr. Speaker, according to a recent report, Canadians are now spending more on taxes than they are on food, clothing, and shelter combined. I worry about seniors living on fixed incomes in my constituency, whether they are from Brandon, Melita, or Pilot Mound, who cannot afford any more taxes.

Democratic Reform  Madam Speaker, last Saturday, I hosted an open house on electoral reform to hear what Canadians have to say. Let me tell members the results. After tabulating the responses from my town hall, there was a clear majority who want a referendum, and over 800 people in my riding have now petitioned to have a vote before any change in electing MPs is implemented.

Arnold Palmer  Mr. Speaker, I rise today to honour a great sportsman, the king of golf, Mr. Arnold Palmer. Mr. Palmer passed away last Sunday, September 25. Golfers and fans around the world, including millions of Canadians, remember him fondly as members of “Arnie's Army”. Mr. Palmer's first victory on the Professional Golf Association Tour was in Toronto in 1955, winning the Canadian open.

Questions Passed as Orders for Returns  With regard to Voter Information Cards distributed by Elections Canada during the 2015 federal election: (a) how many cards were printed; (b) how many cards were distributed; (c) how many cards distributed to individuals whose information was later revised; (d) how many cards were distributed to individuals who were ineligible to cast a ballot; (e) of the individuals identified in (d), how many of the were ineligible to vote due to (i) non-citizenship, (ii) death, (iii) age, (iv) other reason; (f) how many cards were returned as undeliverable; (g) how many cards were used by individuals as primary identification at the polls; (h) what methodology was used to determine the responses in (a) through (g); (i) what process is used by Elections Canada to determine which individuals are eligible to receive a card; (j) what security features were included on each card; (k) what features were included on the card to ensure that any individual using the card as a means of identification is the person listed on the card; (l) how many individuals who received a card advised Elections Canada of incorrect information listed on the card; (m) how many cards were mailed to addresses where all or part of the voter's name was unavailable; (n) how many cards were sent to “occupant”, “tenant”, or any other generic term; and (o) what is the general Canada Post delivery error rate for addresses ad mail and first class mail?

Questions on the Order Paper  With regard to the ongoing Porcine Epidemic Diarrhea Virus outbreak and scientific studies carried out by the Canadian Food Inspection Agency: (a) what are the details of the study which explicitly outlined the emergency regulatory protocols and measures with respect to washing hog transport trailers; and (b) what factors contributed to the statements by the Parliamentary Secretary to the Minister of Agriculture and Agri-Food Canada on June 2, 2016, that emergency regulatory protocols and measures with respect to washing hog transport trailers were no longer needed in Manitoba?

Agriculture and Agri-Food  Mr. Speaker, two weeks ago, I asked the Minister of Agriculture and Agri-Food if he would intervene on behalf of the Manitoba pork producers to keep the highly contagious PED virus out of Canada, but he refused. It has also only been a few weeks since the Canadian Food Inspection Agency changed the rules, and already an outbreak of this deadly virus has been reported on a Manitoba farm.

Agriculture and Agri-Food  Madam Speaker, for months the Minister of Agriculture has been in discussions with the Manitoba pork producers regarding steps to stop the spread of PED. Our farmers are concerned about the changes to the emergency protocol currently in place, but the minister has refused to intervene.

Western Hockey League Champions  Madam Speaker, it gives me great pleasure to rise today to congratulate the Brandon Wheat Kings on clinching the Western Hockey League championship in game five last week in Seattle. I know all of western Manitoba is proud of its Wheat Kings as they have played with grit and determination throughout this whole season.

Business of Supply  Mr. Speaker, I thank my colleague for the work that he has done to position Canada better in regard to our GDP because of the trade opportunities that will come about by signing the TPP and the hard work that he did to get it, to the point where we were able to get it before the Canadian Parliament.

Government of Manitoba  Mr. Speaker, I rise today to congratulate the new Premier of Manitoba, Brian Pallister, and the entire Progressive Conservative team on forming a new government on April 19. In particular, I would like to highlight that the PC team set new modern records by winning 40 of 57 seats in the House and 53% of the popular vote.
